With the deepening of world economic integration and the increasing frequency of international economic and technical cooperation,attracting and using international investment to develop domestic economy has become an important way widely used by all countries.In the Far East of Russia,the importance of international investment is more prominent.After the collapse of the Soviet Union,the economic situation in the Far East of Russia continued to deteriorate,and the productivity was severely damaged.How to get rid of the economic predicament,resume economic growth and attract foreign investment became one of the important choices for the region.Russia’s Far East is rich in natural resources,adjacent to the Asia Pacific region,and has certain attraction for foreign capital investment.Especially since the economic transition,the Far East has taken the development of foreign trade and the attraction of foreign investment as an important measure for economic development,economic reform,industrial modernization,market enrichment and the acceleration of the approach to the market economy,thus attracting many countries and regions to invest in the region.This paper will be divided into four chapters to describe the development process of foreign capital investment in the Russian Far East since the collapse of the Soviet Union.The first chapter mainly introduces the process of foreign capital investment in the Far East after the collapse of the Soviet Union.Since 1991-2000,foreign investment in the Far East of Russia has been increasing,but the growth rate is quite slow,which is mainly caused by Russia’s poor investment environment.At that time,Russia’s political situation was turbulent,its economic situation was severe,its policies and regulations were changeable,and its infrastructure construction was not good,so the investment risk for foreign investors was large and its attraction was not strong.However,since 2001,with the gradual improvement of Russia’s economy,the country has been increasing its investment in the Far East,improving the investment environment in terms of policies,laws and other aspects,making foreign direct investment in the far east enter a stage of restorative growth.With the outbreak of thecrisis in Ukraine in 2014,western developed countries continued to exert pressure on Russia and increased economic sanctions against Russia,which led to a decline in foreign investment in the Far East.However,Russia’s "eastward" strategy has not changed.There is also a trend to accelerate the pace of "eastward" and strengthen cooperation with Asia Pacific countries.In order to speed up the development of the Far East,in 2015,the Russian government began to establish a far east socio-economic development zone,hoping to improve the business environment of the region,enhance the attraction to foreign investment,and then make use of the rich resources of the Far East to produce high value-added products and export them to Asia Pacific countries,thus promoting the economic development of the Far East.The second chapter mainly analyzes the background of foreign investment in the Russian Far East after the collapse of the Soviet Union from the political,economic,legal and social factors and natural advantages,objectively describes the impact of the whole social environment on the Russian Far East to attract foreign investment,so as to provide reference for the development of the Far East in the future.The third chapter describes the influence of foreign investment in the Far East of Russia on its development after the collapse of the Soviet Union.The entry of foreign capital not only strengthens the industrial foundation of the Far East,improves the local infrastructure,but also drives the development of other related industries,creates more jobs for them,and promotes the formation of regional integration in Northeast Asia.Of course,the entry of foreign capital has not only brought positive effects to the Far East,but also brought a series of negative effects to the economic development of the region.For example,waste of natural resources and ecological environment are destroyed,a large number of industrial raw materials are plundered and market competition is strengthened,which leads to the development of domestic enterprises being affected,etc.The fourth chapter explains the experience and Enlightenment of foreign investment in the Far East of Russia after the collapse of the Soviet Union.Since the reform and opening up,China has always been a big country in introducing foreign capital.Compared with Russia’s Far East region,it has developed earlier and more experienced in attracting foreign capital,but theexperience and enlightenment are mutual.After the collapse of the Soviet Union,the Far East region has accumulated a lot of experience in introducing foreign capital,which is worth learning from.For example,how to create a better investment and business environment,formulate laws and regulations that are conducive to the entry of foreign capital,optimize the use of foreign capital structure,implement relevant national policies,and liberalize the industry restrictions on foreign capital entry,etc.These measures are not only conducive to the development of foreign capital in the Far East,but also provide new ideas and methods for China in attracting foreign capital,and provide new ideas and methods for China in introducing foreign capital New vitality has been injected into the capital.
