Research On PPP Mode Of QD Rail Transit Construction

With the acceleration of urbanization and the rapid growth of urban population,the demand for urban rail transit is also increasing.However,the construction of rail transit has brought huge financial pressure on the government.The government-private enterprise cooperation PPP model can greatly alleviate the government's financial pressure,which has great theoretical and practical significance,and provides new ideas for China's urban rail transit construction.Based on the research of domestic and foreign rail transit PPP models,this paper discusses the operating mechanism of urban rail transit PPP models.Using effective theoretical methods,taking the QD subway X-ray construction as an example,combining policy,economic,financial,and market levels,qualitatively Both the quantitative and quantitative aspects are used to demonstrate the feasibility of the application of the PPP mode of the XD subway X line construction.At the same time,based on the existing problems in the operation mechanism of the QD subway X line PPP mode,the implementation process and operating mechanism of the PPP mode of the QD subway X line Optimize the design,and finally refer to the problems that occurred during the operation of the PPP mode of related cases,combined with the current status of the QD subway X line construction,summarize the possible constraints in the operation mechanism of the QD subway X line PPP mode,and further develop effective safeguard measures.It can be obtained through research that: the application of the PPP mode on the QD subway X line is feasible and necessary;the current operation mechanism of the PPP mode of the QD subway X line construction mainly has some problems in the profit mode,income distribution and risk allocation;The optimization mechanism scheme of the subway X-line construction operation mechanism design has certain promoting effects on increasing sources of funds,optimizing the benefits and risk allocation of various parties,and achieving project construction management requirements;during the operation of the QD subway X-line PPP financing model,Constraints exist at the legal,market,andproject levels.Aiming at these constraints,we must improve the legal system,strengthen government functions,and improve the regulatory mechanism in order for the PPP financing model of the QD subway X line to develop well.
