Research On The Support Of Agricultural Science And Technology Talents In The Replacement Of Rural Old Labor Force

From 2010 to 2016,the proportion of the elderly labor force over 65 years old in rural areas increased from 7.35% to 12.53%,and increased by 5.18 percentage points in 16 years.The increase of rural elderly labor force has brought some negative effects to the development of rural agriculture: the supply of rural effective labor force is reduced,the labor cost is increased,the input of agricultural capital is increased,and the production efficiency is not high.According to the research in this paper,agricultural science and technology talents have a significant substitution effect on the ordinary labor force.Agricultural science and technology talents can improve agricultural productivity by replacing the ordinary labor force in the countryside,and then alleviate the crisis of the aging of rural labor force and the insufficient supply of labor force,which is conducive to the sustainable development of rural agriculture.This paper takes agricultural science and technology talents as the main research object.On the basis of the significant substitution of agricultural science and technology talents for ordinary labor force,the problems existing in the supporting system of agricultural science and technology talents in China are analyzed: the imbalance between supply and demand of agricultural science and technology talents,the lack of agricultural science and technology talents at the grass-roots level in rural areas,the uneven distribution of age structure,the overall low quality of talents and the lack of high-quality talents.This paper also analyses the causes of the problems from the aspects of market mechanism,guarantee mechanism,fund input,evaluation system and incentive system of agricultural scientific and technological talents.In view of the problems and causes,it is proposed that the main functions of the support system of agricultural scientific and technological talents should be clarified,the dynamic mechanism of the support system of agricultural scientific and technological talents should be strengthened,the sound operation of the support system should be ensured,and the expenditure of agricultural scientific and technological talents should be improved The support mechanism and the introduction system of agricultural scientific and technological talents in rural areas should be improved to give full play to the supporting role of agricultural scientific and technological talents and ensure the substitution of agricultural scientific and technological talents for the rural elderly labor force.
