Research On The Cultivation About Agricultural Science And Technology Talents In West Hunan

In recent years, China's agricultural economy in rural area has been boosting rapidly, but flocks of prominent factors are restricting the development of modern agriculture, increasing the difficulties of farmers'incomes growth and imposing more burdens on the balance of rural and urban development. In the Third Plenary Session of the 16th CCPCC, our government has put forward that we must always put people first, attach great importance to overall planning and promote comprehensive, balanced and sustainable development to pursue rapid economic and social achievement and full individual development. Now, as our whole party and all social members are paying highly attention to the construction of new rural communities and the exploration and utilization on talents, how to cultivate rural talent is of vital importance. In a modern society, with the tremendous developments in scientific and technological level and the rising proportion of scientific research being translated into productive forces, it comes to light that the key point to cultivate rural talent is to train rural scientific and technological talents.However, in west Hunan, there are weaknesses that agricultural brainpower amount is insufficient, personal quality is poor and basic allocation is unreasonable. When going down to the grass roots, we find that rural scientific and technological talents are next to none. Meanwhile, agricultural science promotion mode of operation is vulnerable and agricultural technology extension system is hard to meet the demand of marketing economical system, with its low extension profit and so on. As a result. it is very urgent and essential to strengthen the cultivation of rural science and technology talents in west Hunan.We started the research at the conception of rural scientific and technological talents, then analyzed the present situation and existing problems among rural scientific and technological talents in west Hunan. In addition, we make some suggestions to the cultivation of talents in west Hunan and establish corresponding evaluation model for cultivating rural scientific and technological talents.
