China is a big country in energy production and consumption in the world.With the continuous development of economy and society,our energy demand will continue to grow.Increasing energy supply,ensuring energy security,protecting the ecological environment,and promoting economic and social sustainable development is the major strategic task for China's economic and social development.The dual crisis of reduced fossil fuel reserves and environmental pollution has become increasingly serious.The development of China's hydropower resources is quite limited,and there are few natural gas reserves,which are unlikely to be used on a large scale to generate electricity.The development of nuclear energy in China has also suffered from shortages of uranium resources and severe restrictions in nuclear safety issues.Therefore,the development and use of clean,renewable energy has become an important part of China's energy sustainable development strategy.Wind power equipment assembly companies are booming with the vigorous development of national wind power projects.SANY HEAVY INDUSTRY as a leader in the wind power equipment manufacturing industry faces both the opportunities for rapid market development and the increase in production companies.At the same time,many companies have developed rapidly and the competition risks are severe.From 2010 to 2016,the rate of enterprise winning the bid and the growth rate lower than that of the wind power market,and the resources invested in bidding did not decrease.To improve this situation,the paper reviews the company's bidding process and analyzed the existing problems and causes,designs a standardized bidding process,increases the quantitative evaluation index of bidding decisions based on neural networks,and implements a hierarchical management of the project to be tendered,focusing on key projects,and improving the winning rate of the enterprise.
