Faced with the flatting or declining of the telecommunications industry profit margins, the three major domestic carriers generally shrink the business front, and adopt more rational planning of telecommunications investment in fixed assets. As a downstream industry, the pressure of telecom equipment manufacturers to survive is being challenged, industry competition intensified, and the scope for competition from technology and market share has expanded to the field of engineering services. However, the development of telecommunications construction project management has not yet ripe, and gone through the initial stage of exploration, compared with other traditional industries, there are still unreasonable project organization, project manager, quality is not high, the flow system is imperfect, and many other defects. So, how to improve the project management process, thereby increasing the efficiency of project management and execution, reducing the cost of engineering services and improve customer satisfaction, has become its top priority business processes to gain competitive advantages to recycling is imperative.This article combines the practical problems faced by telecom equipment manufacturers with BPR-theory research, through analyzing the status of telecom equipment manufacturers engineering services for project management process, from the perspective of practical application, discusses the actual applications of project management implementation in the telecommunications equipment manufacturing enterprise, and digs the key processes and issues in the project management process. Using the principles of BPR Theory, analytical tools, methods and tools, diagnoses and analyzes the key processes of project management for telecom equipment manufacturers.First, the article briefly describes the background, significance of research and research methods of the study, then it summarizes the meaning of business processes, the basic ideas and the research status of BPR, combined with the characteristics of the study, puts forward the methods and techniques for telecom equipment manufacturing enterprise project management process reengineering.Secondly, it diagnoses the project management process for telecom equipment manufacturers, to find the shortcomings of the project management in engineering services, analyzes the key process of engineering services for project management, in-depth, diagnoses the project management process, the contract delivery processes, the services request handling processes, the engineering services outsourcing process.Finally, this article proposes a framework for business process reengineering, and raises the principles and objectives of process redesigning. Then it redesigns the project management process, the contract delivery processes, the services request handling processes, the engineering services outsourcing process. Combined with the telecommunications industry and market conditions, it presents the customer-facing flat organizational structure framework, but also the design of information management system requirements.
