Research On Evaluation Of Agricultural Ecological Development In Changchun

On September 30,2017,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Innovating Institutions and Mechanisms to Promote Green Development of Agriculture",arguing that advancing green agricultural development is the responsibility of keeping the green waters and building a beautiful China.It is of great significance to ensure national food safety,resource safety,and ecological safety,maintain the well-being of contemporary people,and ensure the sustainable development of future generations.General Secretary Xi Jinping has repeatedly emphasized that the lucid waters and lush mountains are invaluable assets.In the process of promoting green agricultural development,food safety,resource safety and ecological safety have become the basis for realizing agricultural modernization and sustainable development.Having reviewedmany relevant literatures on agricultural green development,this study clarifies the theoretical basis of agricultural green development in Changchun based on theories of ecological agriculture,green agriculture and sustainable agriculture.This study also elaborates the current status of agricultural development in Changchun based on interview with government and field research,selects evaluation indicators,sets up an evaluation index system,comprehensively evaluates the level of agricultural green development in Changchun,and find out problems in the process of agricultural green development based on the evaluation.The main conclusions are as follows:First,green and development are not contradictory.Green agricultural development is possible and necessary.The rapid economic development has provided a good material guarantee for further green transformation.Secondly,Changchun has unique agricultural production conditions and provides a good foundation in the implementation of agricultural green development.However,at this stage,Changchun’s agricultural green development is still in the initial stage of development.Third,the current level of agricultural green development in Changchun is very low.The dominated rural economic growth isstill fromthe consumption of natural resources and extensive farming.However,the current agricultural development has changed from the original "non-green" to the current "slightly green".The improvement of the Changchun’s agricultural green development index reflects to a certain extent that the city’s agricultural development is gradually approaching "green",adding strength to achieving sustainable agricultural development.Fourth,the slow pace of agricultural green development in Changchun is mainly due to the government’s insufficient financial investment in the agricultural green development process,the low level of agricultural green technologywhich cannot support agricultural green development,and the poor awareness of green development during the main agricultural production process.In view of the above problems,it is proposed to increase financial investment in green agricultural development,rapidly develop green agricultural technology,and cultivate new farmers to promote green agricultural development.
