In today's society, people are paying more and more attention to whether the food produced by food production enterprises is safe and harmless. Therefore,it is particularly important for the government regulatory authorities to effectively supervise food production enterprises. In the process of supervision,it is a necessary means to take measures of food production enterprise risk level evaluation,it not only reflects the ability of an enterprise for food safety production, but also has a certain reference value for business competition, insurance and other industries,at the same time,it is an important basis for the public to understand production enterprises. However, the current commonly used evaluation methods have disadvantages of information loss that cannot be ignored, and may lead to three problems, namely, the opacity of evaluation process, the personal emotional bias of evaluators and the avoidance of punishment.Applying the evaluation methods of reverse TOPSIS evaluation model,on the basis of government departments to assess the risk level, the combination of expert group for evaluation objects scale, generation of ranking and scoring of evaluation objects into the model, then according to the score to be refined classification of evaluation objects, this article concluded that the risk level of food production enterprise segmentation. In TOPSIS method, based on the idea of a reverse TOPSIS,by a group of experts, according to the division of modules, each expert to the assigned module independently, after the summary form scale, the panel according to the nature of the indicators in the assessment,in combination with the law after discussion to determine the positive ideal point and negative ideal point, and will evaluate the score of object generation into the model, respectively using the fixed point of ideal, the index fixed ideal point and the combining three methods to calculate the fixed ideal point, segmentation and risk level. As an auxiliary means, the bidirectional cross-evaluation model is used to evaluate the food production enterprises in the case that the evaluated objects may be considered unfair. In a double cross evaluation method, after the evaluation objects is given scale by expects group, using the two-way cross evaluation principle provides the enterprises with a opportunity to evaluate themselves and others, generate passive he evaluation value and active value information, the active evaluation value and passive he formed his performance evaluation of two dimensional matrix, the reuse of weighted TOPSIS method, obtains the decision-making unit is eligible production enterprises. The whole process starts from the actual data provided by the expert group.Since each expert is only responsible for the scoring of one module, they are independent from each other and avoid the influence of human feelings in the scoring process. The final score is substituted into the model to obtain the final evaluation result. Finally, the results of the four methods are discussed and the applicability and effectiveness of each method are summarized.
