| The reserved land system is a policy measure to support the land-expropriated farmers to develop the collective economy and protect the interests of the land-lost farmers.It has played an active role in land acquisition and demolition in the past two decades.In the peripheral areas of the city,the reserved land bears the important tasks of transferring the industry,function and population of the central urban area,and protecting the interests of the farmers who lost the land.However,due to various factors such as the development of reserved land and shortage of funds,the development of reserved land is relatively inefficient and idle.The rate is high and the benefits are poor.Based on the theories of social security,agricultural land development rights,decentralized control,and value maximization,this paper takes the retained land of Dangwangtou Economic Cooperation in Xihu District,Hangzhou as an example to analyze the cooperative development model of state-owned enterprises under government leadership.A variety of development models,analyze the demands,advantages and disadvantages of various stakeholders,and combine policy factors,failure experience and market conditions,put forward the conclusion of the choice of development model of reserved land,that is,the West Lake District Dangwangtou Economic Cooperative chooses to cooperate with the state-owned enterprises in the district,Led by state-owned enterprises to cooperate with powerful real estate developers to invest in the development and operation of the reserved land project of Dangwangtou Economic Cooperation,this development model is more conducive to protecting the interests of all parties and the long-term benefits of land-expropriated farmers,and has improved the society.The safeguard system reduces the risk of honesty of village cadres,and the state-owned enterprises in the district take the lead to integrate relevant resources,which is conducive to the unified planning of the reserved land format and prevents the vicious competition of the same type of products.Finally,the thesis also calculated the benefits of the reserved land project of Dangwangtou Economic Cooperation and put forward relevant policy recommendations. |
