Research On Land Reserve Strategy Of Reserved Land In Hi-Tech Zone Based On Land Use Intensity Evaluation

Since China established the first development zone in 1985,research of this kind of economic zones had diversified.Especially the last 90's since domestic study on intensive use of urban land and land issues became the focus and hot spot.And because of the urban land reserve system in China not long ago,relevant legal norms and practical guidance is not enough,for highly intensive economic development zone,therefore,the importance of its land reserve plan became more clear.This study takes Nanhai Zone of Foshan Hi-tech Zone for example,firstly through land survey to find out the types,distribution and size of reserve lands.Then taking social development intensity,economic development intensity and land units use intensity into consideration and building land use intensity evaluation system.Through spatial autocorrelation,to find out the spatial pattern of land use intensity of all villages and the "Club Convergence" in the whole area.Result shows that the Hi-tech zone is there land use imbalance phenomenon,marked "H-H" and "H-L"appears in two important development zones and adjacent zones,marked "L-L"appears in the peripheral areas of the lower intensity of urban and rural construction.Land reserve system is a manifestation of urban land using.The phenomenon of land use without land expropriation and land expropriation without land use should put an end.Land reserve plan of development zone is a expected plan to realize more reasonable land use.This paper considered land use intensity of each countries and all kinds of district plan to provide Nanhai zone of Foshan high-tech land reserves planning of group control strategy,and planning control strategy and timing control strategy.Which provided Reserve Land ? 786.80ha,Reserve Land ? 64.35ha,Reserve Land III 7.77ha and 3 groups for coordinated developing.Study zone the aim and method of preparation of land planning,land development and utilization of regional socio-economic needs.It is propitious for land reserve system to the transformation of capital oriented into resources-allocation oriented,is to protect the assets of land property is an important prerequisite for achieving a better and coordinated economic,social and environmental health of the city necessary requirements for interactive mechanisms.
