Research On The Problems And Countermeasures Of Food Safety Supervision In China

Food safety is a major issue related to people's happiness and social stability,economic development.In May 2019,opinions of the CPC Central Committee and the State Council on deepening reform and strengthening food safety work pointed out that China's food safety situation is stable and improving,but there are still many difficulties and challenges in food safety supervision work.In recent years,China has been pushing forward the reform of food safety supervision institutions.The key to the reform lies in local implementation.The urban district government is the "last kilometer" of food safety supervision,and its work effect is related to the overall food safety of the local government.The first chapter introduces the related concepts of food safety supervision,including food,food safety and food safety supervision.At the same time,it introduces the theoretical basis of this study: information asymmetry theory,government regulation theory,regulation capture theory and food safety risk management theory.The second chapter focuses on the analysis of the main body,responsibilities,basis,methods and achievements of food safety supervision in W District of Taiyuan City,including the initial implementation of responsibilities,posts,personnel and means,implement daily supervision responsibility and supervision sampling responsibility of food safety supervision,the initial establishment of a normalized supervision mechanism,and the initial formation of a pattern of social co governance.The third chapter points out the existing problems of food safety supervision in W District of Taiyuan City,including: the backward of supervision mode,the nonstandard of supervision work and the formality of some supervision work.The fourth chapter analyzes the causes of food safety supervision from three aspects of politics,economy and society.The political factors include: the applicability of some laws and regulations is not strong,the basis of punishment for illegal acts is not uniform,the staffing of food safety supervision institutions and the mechanism of power,responsibility,reward and punishment are unreasonable.The economic factors include: the food inspection and testing system is not perfect,the food safety letter is not established The level of information sharing platform and enterprise standardization certification is low.Social factors include moral hazard of enterprises,regulatory departments and supervisors,weak awareness of consumer rights protection,and little role of food industry associations,Insufficient supervision of news media.The fifth chapter puts forward the countermeasures to strengthen the food safety supervision of the city district government: first,to promote the revision and integration of the food safety laws and regulations,improve the applicability and pertinence of the laws and regulations;second,to further deepen the reform of the food safety supervision organization of the city district government,establish the internal administrative self-examination system,promote the reform of the administrative examination and approval system of the city district government and improve the supervision third,we need to increase investment in food safety supervision,establish and improve food safety inspection and testing system,promote the construction of government big data platform,improve risk prediction ability and promote the standardization of enterprises;fourth,we need to strengthen the social governance of food safety,strengthen the construction of enterprise integrity and morality,enhance consumers' awareness of rights protection,and promote food safety The product industry association plays a role and strengthens the public opinion supervision of the news media.
