Research On The Problems And Countermeasures Of Food Safety Supervision In Grass Roots Departments

Food as an important basis for the existence of human beings, its safety factor is closely related to the harmony and stability of whole society. It is an important part of the people's livelihood. However, in the recent ten years, food safety incidents come out in an unending flow, such as Taiwanese waste oil food, Jiangxi dead pork and Shanghai Fuxi food events and other food safety incidents, which strike the eye and rouse the mind.These incidents not only seriously endanger the health of consumers and life safety, but also seriously affect the masses' confidence for government regulation. There is a long way to go to re-win the trust of the masses.This paper is divided into four chapters. The first chapter is the introduction, which states the research background and the significance of this paper, analyzes the current situation of the research at home and abroad in the related field, defines the related concepts and expounds the relevant theoretical basis. Then the first chapter also introduces this paper research ideas and methods. The second chapter analyzes the present situation, problems and reasons for the problems of the food regulation in the case of J Food and Drug Administration in Heyuan City, Guangdong Province. The third chapter introduces the advanced experience of grassroots food safety supervision at home and abroad, and puts forward six enlightenments. First, the team of law enforcement personnel is strong, the technical support is complete, the second is the strong technical support,the third is the source control,the whole process management,the fourth is to attach importance to the participation of third-party, the fifth is the perfect system of laws and regulations,the sixth is to pay attention to the construction of credit system. The fourth chapter is to propound some countermeasures and suggestions for optimizing the J food and drug supervision's food safety supervision. It mainly puts forward six aspects.First,improving the food safety regulatory network system and strengthening the law enforcement team. the second is to do a good job supporting law enforcement to enhance food safety supervision capacity, the third is to enhance the awareness of food safety,mobilize the third-party to form a social governance pattern, the fourth is to improve the cooperation mechanism,fight against food safety crimes timely and effectively,the fifth is to improve the legal system, the sixth is to improve the food safety credit system.
