Research On The Upgrading Of China's Integrated Free Trade Zone

The accelerated operation of the world economy promotes the vigorous development of regional trade.With the acceleration of regional economic integration,China's economy has entered a new era from high-speed growth to high-quality development.Xi Jinping,President of China,attended the opening ceremony of the2018 annual conference of Boao Forum for Asia,stressed: "exploring the construction of free trade ports with Chinese characteristics will become a new landmark of reform and opening up." the Free Trade Zone as the "institutional innovation plateau" of reform and opening up provides experimental carrier and space for the construction of an open economic system,and shoulders the risk and pressure of China's participation in reform of global governance system.China's FTZ is developed on the basis of a Integrated Free Trade Zone formed by the optimization and integration of various forms of special customs supervision areas.Since 2006,there have been 99 comprehensive bonded zones,accounting for more than 70% of all kinds of special customs supervision areas in China.It is a special open zone with the highest level of opening,the most preferential policies,the most complete functions and the most simplified procedures.In recent years,with the implementation of the national strategy of "deploying the international advanced level to promote the upgrading of IFTZ and creating a high-level open new platform",the IFTZ has been continuously transformed and upgraded,which has become a "propeller" to promote the stable growth of foreign trade and a special customs supervision area with the most upgrading basis.However,there are also some development obstacles that inhibit the process of upgrading and transformation,such as the objective upgrading differences caused by the uncoordinated development of the coastal and inland areas and the eastern and western areas.Therefore,to further promote the transformation of policydividend to system dividend,it is necessary to promote the deeper transformation and upgrading of the national IFTZ,and promote the sustained and high-level opening and high-quality development of the IFTZ.Therefore,according to the upgrading status of the comprehensive bonded zone,the typical inland IFTZ,Changchun Xinglong IFTZ,Jilin Province,is selected as the research object for case analysis.Xinglong IFTZ,as the booster of revitalizing the old industrial base in Northeast China and the implementation of the strategy of "Changjitu",is of great significance for deepening the regional interaction in Northeast Asia,as well as the Middle value of the national IFTZ,Xinglong IFTZ also has important research value for the driving role of regional economy.Firstly,this paper defines and compares the related concepts of IFTZ,mainly including the concepts of free FTZ,IFTZ and upgrading,and makes a comparative analysis of them.And through the theory of growth pole,the theory of Customs Union and the theory of platform,it provides the theoretical basis for the study of upgrading.Secondly,this paper analyzes the upgrading situation of the IFTZ at present in China,and expounds the impact,obstacles and future development direction of the upgrading of the IFTZ.Thirdly,this part describes the general situation of the IFTZ and the urgent necessity of upgrading,and extracts the factors and problems that affect the upgrading of the IFTZ by evaluating the impact indicators of the economic development of the IFTZ.Finally,based on the successful experience of upgrading the IFTZ in China and the analysis of the previous issues,the paper puts forward the suggestions at the government level and the park level,mainly includes introducing increment into the zone,developing cross-border e-commerce,improving logistics system,optimizing hard injury platform,striving for preferential policies,etc.
