Food safety is not only related to people's health,but also an important factor affecting the steady economic development and social stability.The report of the 19 th National Congress of the Communist Party of China put forward the "implementation of food safety strategy to make people eat with safety",which put the food safety to the national strategic level.However,food safety incidents cease such as "dyed steamed bread " ? "Tianjin counterfeit condiment" ? "Tongrentang honey-gate event" which have caused widespread concern about food safety in the whole society.According to?China food safety development report 2018?survey data,it demonstrated that the safety accidents that occurred in the food circulation procedure accounted for about 50% of all food safety incidents in recent years.From the perspective of food circulation safety accidents that generated from different places in recent years,the counties and lower counties are the targets and difficulties of food safety supervision.However,the grassroots food safety supervision departments at the basic of county level take the burdens of complex situations on their shoulders like giant areas of food safety inspection,regulatory teams with weakness,heavy regulatory tasks,and overlapping or disjointed departmental duties.How to supervise the safety of the grassroots food circulation,it is a measure of the government's ability to govern and also is related to the people's satisfaction with government work.At the moment of the reform of food safety regulatory departments,this article shares its opinion about the safety supervision of food circulation in Shunchang County,using the related knowledge of public management with the combinations the research results of domestic and foreign scholars on the safety supervision of food circulation,via relevant public management theories,the literature research method,questionnaire survey method,field research method and other research methods.From the perspective of grassroots supervisory staff,we carried out an investigation and made an analysis of the safety supervision of food circulation in Shunchang County.The survey showed the general situation of food safety supervision institutions,the main businessmen who run their businesses in food circulation field,the investigation and punishment of illegal cases in food circulation,the sampling of food in the consumer market,and the satisfaction of consumers food safety status in Shunchang County.In accordance with the survey results,Shunchang County has various problems in the supervision of food circulation like,the weakness of the supervision power team,the serious aging of personnel,complexion and alteration of the regulatory object,laziness of the sense of responsibility of operators,and the indifferent attitude of safety,simple law enforcement approach and backward supervision method by the regulatory,and poor awareness and result of social cooperation.Last but not lease,in the event of the actual situation and existing problems in Shunchang County,some relevant measures for supervision on the safety of food circulation are conducted,with the purpose of accelerating the localization of food safety in the field of food circulation,improving the evaluation index system of government supervision.By emphasizing the effective allocation of regulatory resources,exploring the "Internet +" regulatory model to promote food safety traceability,guiding social forces to actively participate in food circulation link social co-governance,etc.,we are here to encouraging to enhance the supervision and management of food circulation,in order to promotes the construction of food safety and quality in Shunchang County.
