Enterprises must have unique core competitiveness if they want to achieve sustainable development in the fierce market competition.The source of organization's core competence is to continuously build employees' core competence and skills,which is the key element of organization's competence.Building competency model can make a linkage between building the core competitiveness of enterprises and cultivating employees' core expertise.At the same time,through continuous practice and revision of competency to enhance their core competitiveness.Starting from the imperfect competency model of middle tiers managers in GST,this paper optimizes the competency model through the analysis of market,human resources,strategy and values,and provides solutions for the middle managers' restriction on the realization of strategic objectives of GST.Firstly,this paper's theme and the significance of research comes from the current influence of middle-level managers in GST.Next,through organizing the research results of domestic and foreign scholars in the field of competency model,determine the research methods,research content,the construction and evaluation methods of competency model optimization.And the relevant theoretical knowledge organization laid the foundation for this paper.Secondly,it introduces the development history,business situation and development strategy of GST in this paper.And it concludes problems and their reasons of middle-level management competency through analyzing the application of current middle-level managers' competency model human resource management.Thirdly,this thesis confirms the principles and objectives of the competency model optimization.It identifies and builds a competency model for all middle-level managers through Behavioral Event Interview and other methods.It also defines the direction that middle-level managers need to improve by evaluating the competency of middle-level managers through importance and proficiency.Finally,combining the short-term competency of middle-level managers,it proposes to improve the competency of middle-level managers by establishing a middle-level manager selection mechanism based on the competency model,building a targeted training system,creating a learning organization and other three methods in this paper.
