Since 2001,China has officially entered an aging society.In recent years,the proportion of the elderly population is still rising year by year.Pension insurance plays a decisive role in ensuring the retired life of the elderly in China.However,due to the historical evolution of the political environment administration system and other reasons,for a long time,employees of enterprises and institutions have been implementing two sets of pension insurance systems,forming a unique dual-track system in the field of pension insurance in China.With the development of economy and society,the dual-track system has caused a lot of disputes in academia and the public.Considering the need of social harmony and stability for reform and development,and considering the value orientation of fairness and efficiency corresponding to rights and obligations,the reform of the old-age insurance system of government agencies and institutions has become an inevitable choice.3 January 2015,the State Council issued“Decision on the reform of the government institution staffs endowment insurance system”.The government officially started the process of merging government and enterprise pension insurance.This paper compares the local pilot system implemented since 1994 in hebei province with the national reform system implemented since October 2014 on the basis of summarizing and analyzing domestic and foreign literature on the basis of relevant theories in the social sciences such as political economy,social security and public policy.Through empirical analysis,combing the current reform of prominent contradictions and realistic obstacles,such as non-financial contributions in full institutions owe the fiscal pressures occupational pension accounting model of recessive risks as a whole the level is too low payment risk existing in the experimental system and axle cohesion policy is not explicit orgnaization of social security branch service ability is insufficient,etc.,and systematic analysis of the causes of problems behind.Finally,the paper puts forward some countermeasures and Suggestions from five aspects,such as perfecting supporting policies to properly handle the interest relationship,improving the pooling level of the fund,perfecting the occupational annuity system and improving the handling service capacity,so as to provide some reference for speeding up the reform of the endowment insurance in government institutions.
