| Social insurance is a major system related to the national economy and people’s livelihood.It is the core of the social security system.It has an important role in regulating the interests of labor and management,maintaining social stability and harmony,and promoting sustainable economic development.The dual-track operation of the endowment insurance for institutions and institutions and the basic endowment insurance for enterprise employees has gradually formed since the establishment of the labor insurance system in China.In recent years,the social attention to social security has become higher,and the voice of the people demanding the merger has become louder.Considering the maintenance of social harmony and stability,the embodiment of the principles of fairness and efficiency,the corresponding requirements of rights and obligations,as well as the optimization of talent allocation in the whole society,the integration of pensions for authority units and institutions is also urgent.According to the promulgation document issued by the State Council in early 2015,the integration of pension insurance began on October 1,2014,and the provinces and municipalities also gradually carried out reforms in accordance with the requirements of the State Council.This paper selects N city as the main research object,considering the literature and the first-hand data obtained from the interviews,based on the theoretical perspectives of fairness theory and compensation principle,using the empirical research and the comparative study of the basic endowment insurance of enterprise employees.The implementation model of Smith is applied to focus on the problems that have arisen since the implementation of the integration of pension insurance in authority units and institutions in N cities.This paper also proposes constructive improvement measures in order to obtain good research results.In the end of 2016,N City officially began to register for insurance,and gradually began to pay billing accounting,retirees’ information registration,occupational annuity liquidation,etc.,and the reform process was gradually progressing.However,during the consolidation of the railroad,there exist some problems in the N city.Firstly,affected by the reforms of institutions that are still in the process of reform,the issue of institutional insurance participation needs to be further clarified.Secondly,the measurement of retirement benefits has not yet been put in place,how to ensure the fairness of measurement has not yet proposed an effective method either.Thirdly,the financial payment pressure is great.The fourth one is the problems encountered in the specific process,such as the retirement relationship,the social security card and the business information system.Lastly,the problems that may arise in the future should be considered,namely,whether the revision of the Civil Service Law and the institutional reform will lead to new problems in the practice of the integration of endowment insurance for authority units and institutions.Based on the Smith policy model,this paper analyzes the rationality of the goal of the current policy of the endowment insurance of authority units and institutions,the specific clarity of the policy content and the stability of the policy from the perspective of idealization policy.This paper also analyses the influence of the staff of government institutions on the policy implementation from the perspective of target groups;and puts forward the executors from the perspective of the executing agencies.Based on the perspective of the executing agency,the influence of the self-interested tendency of the executor,problem about the communication between the departments,and lacking ability of the management organization and the manager is put forward.From the perspective of environmental factors,,it analyzes the social and political environment that affects the implementation of the integration policy of pension insurance for authority units and institutions.On the basis of the analysis and research of problems and causes,it proposes countermeasures to improve policy support,promote policy redemption,and actively explore new measures and new models,covering such areas as optimizing policy formulation,improving fund system supervision,ensuring resource allocation,improving the training system and developing a number of specific measures such as a diversified pension insurance system.I hope that through the research in this paper,I can provide some useful references for the more effective implementation of the integration of pension insurance for authority units and institutions in N city. |
