As our country's economy enters the new normal,the main driving force for future economic development is to improve factor productivity and change the mode of production through innovation.As an important front for realizing innovation-driven development,high-tech industry plays an irreplaceable role in improving China's international competitiveness and achieving transformation and development.This article selects panel data of high technology industry of 31 regions in our country from 2009 to 2017,by selecting reasonable input and output index,index of environment variables and use the three stage DEA model for regional innovation efficiency in high technology industry static calculation,at the same time,according to the three stage DEA-Malmquist model to measure the dynamic changes of the high technology industry total factor productivity.The spatial econometric model is used to empirically analysis the influence factors of the innovation efficiency of regional high-tech industry in our country,and the following conclusions are obtianed.(1)From a static perspective,after excluding the influence of exogenous environmental variables and random error terms,the level of pure technical efficiency in all regions was generally higher than that in the first stage,and more stable,while the fluctuation range of scale efficiency in each region was smaller but the difference between regions was obvious.On the whole,the innovation efficiency of high-tech industries is highly consistent with the changing trend of scale efficiency,indicating that the impact of pure technology efficiency on innovation efficiency is less than that of scale efficiency,and the difference in scale efficiency between regions leads to the difference in innovation efficiency.(2)From the dynamic perspective,the adjusted total factor productivity level decreased and the overall trend was more stable,with the regional differences narrowed.From the perspective of time division,after excluding the influence of exogenous environmental variables and random error terms,the variation trend of technical efficiency is basically the same as that of total factor productivity,indicating that the influence of technical efficiency change on total factor productivity is greater than that of technological progresschange.From the decomposition value of technical efficiency variation,the variation of technical efficiency in each region is basically the same as that of scale efficiency,indicating that scale efficiency has a greater impact on technical efficiency than pure technical efficiency.From the perspective of different regions,most regions show high or strong ineffective growth,indicating that the decline in technical efficiency is the main reason for the decline in total factor productivity of high-tech industries in various regions.(3)The regression results by the sales force automation(SFA),regional opening degree and the degree of government support for research and development personnel,funds for research and development spending and new product development input redundancy have a negative impact,open areas and to promote the efficiency of government support for industry innovation,industrialization and funds for research and development personnel,research and development spending and new product development input redundancy are positive influence,that the excessive development of high technology industry for industry to promote the efficiency of innovation.From the point of spatial econometric model,their qualities,firm size and r&d capital stock on and produce positive influence,and passed the 5% level of significance test,from personnel of course of knowledge skill level of ascension,the expansion of enterprise scale and the improvement of r&d capital to promote the efficiency of innovation is to promote high technology industry;However,the scale of enterprises and the capital stock of r&d have a negative impact,and both have passed the significance test of 10%,indicating that excessive expansion has a negative impact on the development of high-tech industries.According to the conclusion,this paper puts forward the countermeasures and suggestions for the improvement of innovation efficiency in China's high-tech industry.
