High technology industry has the characteristics of high technology,high competition and high value-added,etc,which develops rapidly and occupies a very important position in various industrial de-velopment of all over the countries.All countries are trying to to guide and develop high-tech industries with the ways of policy supporting,technological innovation or with the other measures.Compared with the developed countries,China's high-tech industry has some inferior ways which started lately,and that has not well balanced the level between the efficiency of scientific technological innovation and the regional technology application,and which lacks of the overall competitiveness.The innovation efficiency is often regarded as the most important driving force during the developing of the high-tech industry,that is already a topic widely discussed by the academic community at this moment.The next is the study for the innovation efficiency of high-tech industry based on this background the China's high-tech industry faced.First of all,this paper defines the relevant concepts of innovation efficiency of high-tech industry,then this paper puts forward the theoretical basis of the article,and then this paper summarizes the historical evolution and current situation of the development of the China's high-tech industry.Secondly,decomposing the technological innovation process into the stage of technological development and the stage of technological transformation according to the internal structure characteristics of technological innovation activities;Then leading into the two-staging DEA model which is used to measure three results from the year 2000 to the year 2014,of which is the efficiency of technological development,the efficiency of technological transformation,and the overall efficiency of China's high-tech industry;Then testing the high-tech industry technology development efficiency,technological transformation efficiency and the overall innovation efficiency of the convergence trend.Among the results show that there are significant differences in the efficiency of innovation in China's high-tech industries,and that the efficiency of technological development in economically undeveloped provinces is significantly higher than the overall innovation efficiency,while that the efficiency of technological transformation in economically undeveloped provinces is less than the overall efficiency of innovation,as these are the opposite ways for the economically developed provinces.Then leading into the convergence test based on the innovation efficiency of high-tech industry in each province,that the results show that the convergence of innovation of the high-tech industry's development efficiency,conversion efficiency and overall innovation efficiency possesses different ways varying from eastern,central and western China.Finally,putting forward the relevant policy recommendations on the basis of empirical analysis:the government should strengthen basic research and increase investment in infrastructure construction;regional innovation should be coordinated regional differences should be narrowed;the introduction of technology should be standardized,and the management of technology absorption and transformation should be strengthened;The innovative training system should be created so that the innovative talents be preferential cultivated;The input mechanism should be improved to achieve effective allocation of funds.
