Comprehensive budget management is one of the most widely used internal management control tool for modern enterprises.With the rapid development of the market economy,competition among enterprises in various industries continues to intensify.If many companies want to survive in this brutal competition,they not only need to improve their external competitiveness,but also need to work hard to make up for the loopholes in management.A comprehensive budget management system is a business strategy that achieves the overall goal by adjusting the effective management of the enterprise after fully considering the impact of internal and external environmental changes on the company.The concept of "small input,large output" is used to improve the operational efficiency of an enterprise.However,the comprehensive budget management system has been used late in China,and related theories and practices are not yet perfect.Therefore,many problems are exposed during the implementation of the enterprise.The problem of budget slack is one of them.Most of its performance is that income is underestimated and expenditure is overestimated.If the prepared budget target deviates from the actual situation,employees can more easily achieve the budget target,but this will reduce the company's operational efficiency and even hinder the company's long-term strategic planning.Therefore,corporate managers urgently need to solve the problem of corporate budget slack.This article takes HN real estate as the research object,expounds the current status of HN real estate budget management,and discusses and analyzes it to find out the budget slack in the budget management process.This includes overestimating budgetary expenses,underestimating budgetary income,and reducing project land investment budgets.Combining the relevant theories learned,we can find the root cause of budget slack.Analyzing the reasons for its occurrence,this article finally puts forward suggestions for the improvement of the company's comprehensive budget management system.There are methods for optimizing budget preparation,including the refinement of budget costs,etc.,to create a good budget management environment,including establishing a corporate culture of integrity and Strengthen leaders' understanding of scientific budget management.By continuously strengthening the control of the budget process,such as establishing a reasonable budget assessment mechanism,strengthening medium-term budget control and feedback.In addition,the budget management mechanism has been continuously improved by strengthening the company's internal audit and supervision and improving the budget organization structure.
