Study On Problems Of The Industrial And Commercial Registration System Reform In Fuzhou

The reform of the industrial and commercial registration system has further stimulated the vitality of social investment.It has played a role of promoting and encouraging national investment,and has becoming an important way to promote the transformation of government functions and the reform of administrative system.Although this reform has been highly endorsed by Commerce and other sectors of society,it still needs to be perfected in such aspects as the reform of market access system,the improvement of government supervision mechanism,and the assurance of the integrity and accuracy of credit information of market participants.In this context,this thesis takes the reform of the industrial and commercial registration system carried out by Fuzhou Market Supervision Administration as the research object,studies the background of the reform of Fuzhou industrial and commercial registration system,analyses the reform measures with Fuzhou characteristics and the phased results of the reform in the past five years,and diagnoses the main difficulties of the reform,including: the imperfect administrative environment according to law,the fragmentation of reform measures,the problems in the human resources,the defects in the government supervision mechanism,and social integrity risk caused by the abuse of policies by market participants.Meanwhile,this thesis analyzed the main reasons for these difficulties,such as: the obstacles of legislative system under administrative thinking,the conflicts of departmental interests,the imperfections of human resource management mechanism,the imperfections of credit system,the lack of mature experience of commercial system reform and so on.Combining the advanced experience of industrial and commercial registration at home and abroad,and proceeding from the actual situation of Fuzhou,this paper puts forward some countermeasures to deepen the industrial and commercial registration system reform of Fuzhou.These measures consist of the integrity of legislative system of industrial and commercial registration,the construction of human resources,the improvement of government supervision mechanism,and the establishment of social credit system.This thesis provides the personal opinions of the industrial and commercial registration theory,hoping to provide a reference for Fuzhou government to deepen theregistration reform,to strengthen the transformation of government functions,and to optimize government public services.
