Research On The Evaluation Of Economic Impact Of Beijing-Tianjin-Hebei Collaborative Policy

In the process of economic globalization,the collaborative division of labor between regions and within regions has attracted more and more attention from all different professions and trades in China.The collaborative concept of Beijing-Tianjin-Hebei region has existed for many years.In particular,General Secretary Xi Jinping put forward in the symposium in 2014 that the collaborative development between Beijing,Tianjin and Hebei should be promoted to the height of national strategy,which is to Beijing-Tianjin.The collaborative development of Hebei Province is a very symbolic year.On the issue of coordinated development between Beijing,Tianjin and Hebei,it is of great significance to scientifically evaluate the actual effect of the coordinated implementation of the three areas,and to summarize and improve their own implementation.On the other hand,it can also provide reference and suggestions for other regional strategic planning.In this paper,the panel data of 286 cities above the prefecture level in the mainland of China and foreign countries from 2012 to 2017 are used for the first time,and the impact of Beijing-Tianjin-Hebei synergistic policy on the economic development of the three regions is quantitatively analyzed and studied with the support of double differential tendency score matching method.This paper finds that the Beijing-Tianjin-Hebei coordinated policy has not effectively promoted the rapid growth of GDP and per capita GDP in the past three years.In the process of Beijing-Tianjin-Hebei synergy,the implementation of policies has not played an ideal role.Under the existing policy conditions,the central government and local governments have issued many policies to promote the reform of factor market integration,as well as to construct the institutional mechanism of synergistic development to achieve the scale economic effect of synergistic development.However,there is a huge gap between the economic development level of Hebei Province and that of Beijing and Tianjin,which leads to the overall advantages of Beijing,Tianjin and Hebei to play an ideal role,and the benefits of regional economies of scale are difficult to show.In the process of competing regional synergy effect,economic convergence effect and siphon effect,the total utility can not play a positive role in economic growth.The spillover effect of Beijing’s and Tianjin’s functions has not brought significant impact to Hebei region.The three regions of Beijing,Tianjin and Hebei are still in camps.The division of labor among the three cities in practice is still unclear.The inefficiency of labor and coordination and resource allocation among the cities leads to the policy effect of the coordinated development strategy of Beijing,Tianjin and Hebei.We should give full play to it.At the end of the paper,the author puts forward the Countermeasures of giving full play to the economic convergence effect and avoiding falling into the trap of siphon effect in Beijing,Tianjin,Hebei and Xiongan,and makes a prospect for the development of Beijing,Tianjin,Hebei and Xiongan.
