In 2017,the central rural work conference put forward the road of socialist rural revitalization with Chinese characteristics for the first time.The meeting made it clear that the decisive advance will be made in rural revitalization,and the modernization of agriculture and rural area was basically realized by 2035.Rural revitalization is inseparable from agricultural talents.As grassroots workers serving rural areas,agricultural technology promotion talents are an important part of the working team for‘Agriculture,rural areas and farmers'.In order to promote the transformation and upgrading of traditional agriculture and rural revitalization,it is very important to strengthen the management of agricultural technology promotion talent.This is the core and fundamentals of this study.Xinghua is in a critical period of agricultural transformation,the agricultural area of Xinghua faces not only the shortage of talents,but also Lack of the management of talents.How to make up for the shortcoming of talent management is important and urgent.Using the theory of talent management and public policy,this paper investigates the current situation of talent management in 33 Township agricultural technology stations and one County Agricultural Technology Extension Center in the city by means of literature,questionnaires and in-depth interviews.Through the analysis of the data,it is found that there are problems in the management of agricultural technology promotion of talents in Xinghua city,such as the imperfect recruitment and evaluation of talents,the insignificant effect of training and improvement,the unclear performance of management and the loss of grass-roots personnel.This paper makes a comprehensive and systematic analysis of the formulation of recruitment policy,training and improvement,the performance management and the replacement and retention mechanism of talents.Suggestions are put forward to improve the current management of agricultural technology promotion talent in Xinghua.For striving to make the results real,reliable and practical,and making sure it has certain practical value and realistic significance,and providing policy guidance and decision-making reference for basic-level agro-technique extension personnel management in a way,this article revolves the current management situation of Xinghua agricultural technology promotion talents team and it highlights the representativeness and objectivity of research object,environment and data.
