Research On The Trade Promotion Of Yunnan Pilot Free Trade Zone Under The New International Order

Against the background of the advocating trade protection of advanced economies and the increasing tendency of countering the trend of globalization,the development of the multilateral trading system is facing unprecedented difficulties.The advanced economies are trying to prevent the deepening of economic integration,restore their past interests and lead international trade order.It means that the purpose of equal and friendly exchanges currently pursued for all countries is being shaken.To this end,in order to stabilize the original international order,China is cooperating with neighboring developing countries to use the “Belt and Road” initiative and the free trade zone strategy to expand opening-up measures to strengthen the right to speak in the formulation of international rules.Yunnan Province,as an important node of China's opening along the border,has been highly valued by the country.Therefore,in August 2019,China(Yunnan)Free Trade Pilot Zone was established,mainly for South Asian and Southeast Asian countries.This article uses case analysis,field investigation,mathematical statistics and other methods.First of all,in order to maintain the growth trend of the export-oriented economy,strengthen its opening to the outside world and participate in the formulation of new rules,as of July 2019,China has successively released the experience and methods of trade promotion in 12 free trade zones including Shanghai,Fujian,Chongqing,Henan,etc.,such as China-Europe trains,"single window",bonded maintenance,etc.Through the learning and reference of the five aspects of shipping logistics,high-tech,service,taxation,and export processing in the free trade zone,the local economy has achieved leaps and bounds and the depth of participation in the international market has been strengthened.Secondly,it elaborate the trade policies formulated by Yunnan for actively participating in the construction of China-ASEAN Free Trade Area,the Greater Mekong Subregion Cooperation,and the Bangladesh-China-India-Myanmar Regional Economic Cooperation.It also elaborate the overall construction of the free trade zone and summed up the experience of Yunnan province in developing free trade zone trade promotion based on local conditions.Finally,using the grey relational analysis method,the study lists the logistics transportation,science and technology,services,foreign trade,export processing,and investment finance as indicators in the current situation of the construction of the Yunnan Free Trade Zone,and analyses influence degree of theabove-mentioned FTZ trade promotion factors on Yunnan's opening to the outside world.The results of the study show that:(1)The three indicators of logistics,science,technology and service are most closely related to the opening to the outside world,all of which are above 0.8,which shows that these three are the primary factors that promote the development of Yunnan's trade;(2)The correlation between the two indicators of fiscal taxation and export processing is generally below 0.8,which shows that they have a certain degree of promotion for the opening up of Yunnan Province,but the current situation of the construction of the free trade zone is limited;(3)The two indicators of investment and finance are ranked at the end,but they are also above 0.7,which shows that the basic environment of the two is relatively poor,and the role of other promotion factors in the economic development of the free trade zone is weaker;(4)According to the analysis of indicators As a result,the trade development of the Yunnan Free Trade Zone can be divided into two stages.The first stage is to improve the infrastructure construction of the Free Trade Zone,trying to build the Yunnan Free Trade Zone into a service trade free trade zone,and the second stage is to be built into a comprehensive free trade zone with relatively complete functions on the basis of the first stage.According to the above research results,this article mainly puts forward practical and innovative countermeasures and suggestions from the five aspects of logistics,science and technology,service,taxation and processing for the development of the current free trade zone.
