Research On The Impact Of China's Electronic Information Industry Innovation Policy On Industrial Innovation Performance

As one of China's strategic emerging industries,the electronic information industry plays an important strategic supporting role in the process of building an innovation country.As the technological innovation activities of the electronic information industry are characterized by large investment,long cycle and high risks,the effect of promoting the industrial innovation capability by relying solely on the market mechanism is limited,and the government should play a role in promoting the further improvement of the industrial innovation capability and innovation performance through the implementation of industrial innovation policies.Taking the innovation policies of electronic information industry in 23 provinces and cities in China as samples,this paper divides the implemented industrial innovation policies into three major categories of supply type,demand type and environment type and 13 minor categories,and studies the impact of various types of innovation policy tools on innovation performance.Firstly,the background,significance,research status at home and abroad and technical roadmap of the selected topic are described.Secondly,the relevant concepts of the research object are defined theoretically,and the research methods used in this paper are elaborated.The application of panel clustering analysis and extended Cobb-Douglas production function method are mainly introduced.Then,the development status of innovation activities in the electronic information industry is analyzed and the time period to be studied is selected according to the development of industrial innovation.Establish a policy dynamics evaluation method to analyze the effectiveness of industrial policies at the national and regional levels,then deeply study the effect of industrial policies on industrial innovation performance and put forward assumptions.Finally,use the random effect model to analyze the impact of various types of innovation policy tools and industrial innovation performance in the electronic information industry,so as to draw conclusions,put forward relevant suggestions,and summarize the shortcomings of this paper and the future research prospects.The main conclusions drawn from the analysis are as follows: first,the formulation of industrial innovation policies is not systematic and lacks policies specially formulated for the electronic information industry,which are mostly scattered in other industrial innovation policies related to the electronic information industry,and the internal structure of innovation policies is unbalanced,with supply-oriented and environmental-oriented policy tools accounting for the majority,while demand-oriented policy tools accounting for too little.Second,the three types of policy tools have significant promotion effects on industrial innovation performance,with supplybased policies having the greatest promotion effect,demand-based policies taking the second place,and environment-based policies having the smallest.Third,in each subdivision of policy tools,different subdivision of innovation policy tools have different impacts on industrial innovation performance.In the supply-based policy tools,scientific and technological personnel training and financial subsidies have greater impacts on industrial innovation performance,in the demand-based policy tools,government procurement has greater impacts on industry performance,and in the environmental policy tools,financial services and tax incentives have greater impacts on industrial innovation performance.According to the research conclusion,the relevant suggestions are as follows: firstly,specially formulate detailed laws and regulations on the innovation and development of electronic information industry,and optimize the application ratio of policy tools;Secondly,strengthen the leading role of supply-oriented policies and strengthen the construction of demand-oriented policies.Finally,we will strengthen the use of policy tools that have a greater impact on industrial innovation,such as scientific and technological personnel,financial subsidies,government procurement and financial services.
