| In recent years,tourism has become a pillar industry of China's national economy.Rural tourism,as a branch of tourism,has played a huge role in improving the quality of urban and rural residents and poverty alleviation,for it combines agricultural production,agricultural product processing industry and rural service industry.Zhejiang,as the cradle of "Two mountains" theory and beautiful countryside,vigorously implements the rural revitalization strategy to develop the whole region tourism.Chenxi township of Shaoxing in Zhejiang province,is known as "the quintessence of southern landscape of Shangyu for its unique natural scenery,rich cultural landscape and profound historical accumulation.At present,Chenxi Township increases infrastructure construction,actively builds Chenxi town style,and strives to create a national AAAA level tourist attraction.Taking the rural tourism development project of Chenxi in Zhejiang province as the research object,it is of theoretical value and practical significance to demonstrate the feasibility of PPP model being extended to rural tourism.This paper is based on the analysis of rural tourism development and PPP mode,around the PPP model feasibility of the rural tourism development projects in Chenxi of Zhejiang.Integrating the methods of literature study,investigation,risk assessment,using tourism resources development value,the theory of principal-agent,investment risk and analyzing the current rural tourism development situation,the PPP operation feasibility as well as financial capacity of Chenxi,it comes to a conclusion that "BOT+TOT" mode in PPP model can be used to develop rural tourism projects in Chenxi and the application scheme under the PPP mode is also put forward.It will promote the introduction of social capital into rural tourism in Chenxi and effectively solve the weak construction funds of the local government and introduce modern management concepts,from "blood transfusion" to "hematopoiesis". |
