Research On The Implementation Of Special Fund Policy For The Development Of Small And Medium-Sized Science And Technology Enterprises In Chengdu High-Tech Zone

In the context of the rapid development of the global economy driven by the scientific and technological innovation,it is urgent for enterprises to carry out technological revolutions and update industrial structures.Since 1990 s,small and medium-sized sci-tech enterprises have been increasing valued in many countries for their incomparable advantages over other types of enterprises.Depending mainly on science and technology,they are quick in making business decisions,alert for responding to the market as well as high input in research and development,which make them take a lead in innovation efficiency and mechanism and quickly adapted to the complex market needs.In 2014,Chengdu High-tech Zone also released related implementation policies and documents to encourage these sci-tech enterprises to develop in a more healthy and constructive direction.In implementing policies,one of the most prominent problems which appeared was the defect of implementation mechanism.Due to the unscientific design of mechanism,the implementation deviated from the policy objectives.This thesis first describes the status quo of the implementation of small and medium-sized sci-tech enterprises special funds policy released by Chengdu High-tech Zone and its background,Then further analyze the implementation of policies,and then use the analytic hierarchy process to evaluate and analyze the ability and effectiveness of the implementation of government policies,so as to draw the conclusion of the implementation level.finally puts forwards countermeasures for improving the current special funds policy implementation mechanism.While writing the thesis,there are many articles about the financing of small and medium-sized sci-tech enterprises,but few are focused on the special funds policy implementation.Of course,it will take time to perfect the implementation mechanism for the government.The thesis aims at providing solutions to these problems in order to give full play to the leading effect of the government and promote the healthy development of these small and medium-sized sci-tech enterprises...
