Study On Financial Security Of Guangxi County Government

County's finance is the foundation of national economic development.The steady operation of county's finance directly affects the operation of county's governments and is the concrete embodiment of China's most basic fiscal system.However,at present,the county's financial situation in China is not very optimistic,such as the contradiction of income and expenditure,lack of growth,and heavy debts.These have affected the development of county's finance in China.Therefore,systematic research on county's financial operation is particularly important,and it also helps to improve China's public finance system.Taking 14 urban districts and counties in Guangxi as an example,the financial operation of county's Guangxi was studied and conclusions are as follows.First,the county's finances constitute the necessary fiscal revenue of the county's government,providing public goods and public services for the grass-roots government.Financial support directly affects the living standards of the grassroots.Secondly,through the analysis of the income and expenditure of 14 urban districts and counties in Guangxi,it can be seen that there is a gap in most of the county's finances in Guangxi,and there is a certain pressure on the implementation of the county's basic financial security of “guaranteeing wages,ensuring operations,and protecting people's livelihood”.The county's finances have high dependence on the last fiscal transfer payment,and the prospects are not optimistic.Third,the influencing factors affecting the county's financial operation in Guangxi were found,namely,the factors of temporary employment,resource price factors,county's debt factors,excessive commitment factors,pension factors,and regional demand-demand factors,which affected the county.The operation of the fiscal level has also increased the pressure on the fiscal expenditure of the “three guarantees” at the county level.Fourthly,it systematically analyzes the reasons for the county's financial operation problems in Guangxi,and puts forward countermeasures to improve the county's financial security capacity.By optimizing thecounty's financial structure and improving the fiscal system,standardizing the transfer payment system and extensive and in-depth cultivation of financial resources,etc.To improve the problems of the county's finance in Guangxi,and provide a certain theoretical reference.
