Current Situation,Problems And Countermeasures Of Social Insurance Fund Budget Management In Guangxi

With the development of social security in Guangxi,the scale of social insurance fund is expanding year by year.In order to strengthen fund management and ensure the healthy development of social insurance,new requirements are put forward for the budget management of social insurance fund.Budget management of social insurance fund is an important part of social security management.With the changes of modern social security system,it is synchronized,from nothing to nothing,from only one to many,and gradually develops.At present,the budget of social insurance fund has included pension,medical treatment,unemployment,work-related injuries,fertility and other aspects.This paper takes Guangxi social insurance fund budget management as the research object,uses the methods of induction,literature,comparative research and data analysis to carry out research,combines the concept,characteristics and functions of budget management and social insurance budget management,and through the current situation of Guangxi social insurance fund budget management and 2017 budget.The implementation of management,analysis of the social insurance fund budget management problems in Guangxi.In view of the existing problems,by comparing and drawing lessons from the budgetary management of social insurance funds in the United States,the United Kingdom and Spain,the author tries to draw lessons and experience from the practice,so as to provide enlightenment for improving the management of social insurance funds in Guangxi.At the end of the paper,the countermeasures to strengthen the budget management of social insurance funds in Guangxi are put forward: to improve the understanding of the status of socialinsurance funds,to expand income channels,to improve the value-preserving and value-adding ability of social insurance funds,and to improve the informationization indicators of social insurance budget management.Strengthen the strength of social insurance fund,make a good budget,prepare for ageing,strengthen the implementation of social insurance fund budget,and improve internal supervision,external supervision and social supervision.
