The current our country is promoting the construction of the " The Belt and Road ",the implementation of the "The Belt and Road" initiative is started from deepening interconnectivity across countries,general secretary Xi Jinping in the 19 th CPC National Congress report clearly pointed out that "The Belt and Road" construction,adhere the policy communication,facilities connect,open to trade,financing,and the principle of "five"."Facilities connect" refers to the national infrastructure is complete and connect,the implementation of the principle of "five" is indispensable to the construction of infrastructure,in order to ensure the smooth implementation of "area" initiative and trade potential of comprehensive development,along with the current China national transportation,communications,energy and other infrastructure construction as the main points of deepening the connectivity of all countries,promote to form the new pattern of comprehensive development.The "The Belt and Road" initiative,as a regional integration strategy,pursues common development rather than the individual development of a region or a country.Because of its "multiplier effect" and externalities,infrastructure construction and upgrading in countries along the belt and road is one of the primary tasks of the initiative.In order to study the impact of closely connected regional infrastructure construction along "The Belt and Road" on China's commodity export volume,its externalities,namely spatial factors,need to be considered.In this paper,distance and economic factors are taken into account,a more reasonable nested weight matrix is constructed,spatial measurement method is adopted,and spatial durbin model(SDM)is used to regression the infrastructure construction level of 36 countries along "The Belt and Road" and the export volume of China's commodities,and the spillover effect is decomposed.The study finds that China's export to countries along the "The Belt and Road" route is significantly affected by the third-country effect.China's export to countries along the route is not only related to China and the host country,but also closely related to countries around the host country.The six infrastructure conditions in the model all have some spillovers.The results show that :(1)the spillover effect of infrastructure based on energy and scientific and technological research and development on neighboring countries is negative,showing spatial competitiveness.The investment in these two infrastructures will generate an attraction at home,which will aggregate capital,labor and other factors of neighboring countries,so as to divert China's exports.Therefore,the negative externalities of investment should be fully taken into account,regional interests should be coordinated,trade and policy connectivity should be promoted,investment should be rationally distributed,and the coordinated development of regional economy should be realized.(2)Communication,transportation and financial infrastructure have positive spatial spillovers,which can promote China's export to its neighboring countries.These three kinds of infrastructure have the characteristics of wide scope,large investment,long return cycle and high status.China can continue to increase investment in these three infrastructures,rationally distribute infrastructure construction,and make full use of the spatial spillover effect to promote the rapid development of "The Belt and Road" regional economy.Among them,the direct and indirect effects of financial infrastructure are significantly positive and the coefficient is large,which should become the focus of China's assistance to infrastructure construction in countries along the "The Belt and Road".
