"Belt and Road Initiative" refers to "Silk Road Economic Belt" in twenty-first Century and "maritime Silk Road",is a new mode of international regional economic cooperation China is proposed in order to promote the further development of economic globalization.September 2013 and in October,when President Xi Jinping visited four countries in Central Asia and Indonesia,proposed the construction of the Silk Road Economic Belt and the maritime Silk Road in the year of the idea of.The infrastructure is one of the main contents of Belt and Road Initiative "strategy,the development of infrastructure construction in Xinjiang as the core area of the backward,seriously restricted the economic development of the region,so Xinjiang should fully grasp the strategic opportunities,with the help of the dividend policy,improve the local infrastructure construction level.Xinjiang is located in the hinterland of the Eurasian continent,is a bridge connecting the mainland of China and other countries in central asia.The construction of infrastructure alone with national financial investment,while increasing the financial burden will bring inefficiencies and other drawbacks.Therefore,the infrastructure construction in Xinjiang under the mode of PPP based on the "The Belt and Road" background as the research object,provide suggestions for reasonable and effective development of PPP mode in Xinjiang area.PPP mode is a way of providing public goods or services by government departments to establish partnerships with the private sector.The PPP mode will be part of the responsibility of the government to the franchise transfer to private enterprises,government and social subjects to establish 'benefit sharing,risk sharing,full cooperation community relations,so as to reduce the financial burden of the government,reduce the social investment risk.The model for the public and private institutions at various levels provide complementary cooperation platform,government financial funds reduce the size of the one hand,on the other hand is the incentive to participate in the construction of public facilities in private enterprises,stimulate the vitality of the market.Because the infrastructure project has obvious non competitive and non exclusive,so it belongs to public goods,but the infrastructure projects exist at the same time the fund demand,long construction period,project delay length,external effect and other characteristics,therefore,to a reasonable allocation of social resources,reduce the pressure on government funding,enhance market competition,improve the project use efficiency,can be used to provide timely and appropriate mixing mode,the introduction of social capital to participate in infrastructure projects,construction and operation.On the basis of the relevant theoretical research,combined with successful cases in other regions in China and other countries of the PPP project,the integrated use of literature analysis,comparative analysis and empirical analysis methods,system analysis of Xinjiang area based on the construction of agency problems using PPP model.And on the basis of international advanced experience,combined with the actual situation of Xinjiang at present,Xinjiang infrastructure using PPP mode policy suggestions are put forward from four aspects of investment scale,risk sharing,management and supervision of laws and regulations.
