A Comparative Study Of Kyauk Phyu SEZ And Dawei SEZ

The Government of the Republic of the Union of Myanmar is making great efforts to establish three economic special zones(SEZ),which are Thaliwa SEZ,Kyauk Phyu SEZ and Dawei SEZ.Compared to the most developed Thaliwa SEZ,Kyauk Phyu SEZ and Dawei SEZ that have something in common,are developing at the lower pace.Kyauk Phyu,on the coast of Rakhine State in western Myanmar,is the starting point of the China-myanmar oil and gas pipeline.The Kyauk Phyu Special Economic Zone(KP SEZ)will see the development of a deep sea port that will unlock the potential of the hinterland and fulfil Myanmar's potential as a trade corridor for Africa/Middle East and China.By the end of 2015,the CITIC Group won the bidding of the deep sea port and industrial park in the Kyauk Phyu Special Economic Zone.With the promotion of'Bangladesh-china-india-myanmar economic corridor' and ‘China-Indochina economic corridor under the frame of ‘The Belt and The Road',the construction of Kyauk Phyu Special Economic Zone has become more and more significant.Dawei is located on the southern coast of Myanmar,the capital of the Tanintharyi Region.The Government of the Republic of the Union of Myanmar was committed to the development of Dawei SEZ with Kingdom of Thailand at 2008.Neverthless the promotion of Dawei SEZ had been suspended on account of the lack of funds.In the Japan-Mekong summit meeting in 2015,Japan made an annoucement to build up the Dawei SEZ with Myanmar and Thailand,aimed to affiliate Myanmar to ‘The arc of freedom and prosperity'.With the advance of ‘The Belt and The Road' by China and ‘value-oriented dipolomacy' by Japan,Myanmar has become the convergence of interests of China and Japan.This paper is to present the development course,present dilemma and development prospect of Kyauk Phyu SEZ and Dawei SEZ,to compare Kyauk Phyu SEZ and Dawei SEZ in the perspective of strategic purpose,cooperation model the feedback of people in Myanmar and tendency of the government of Myanmar and to offer proposals in developing economic special zones aboard under the frame of ‘The Belt and The Road'.
