The existing literature on the mismatch of general production factors in production activities has been studied in depth,but the research on the mismatch of innovation factors in the R&D and production process has been ignored.Historical experience shows that an integrated domestic market can speed up the pace of full market competition and the formulation of standardized market rules,allowing resources to flow freely and ultimately to the most efficient areas.Since the “Belt and Road”initiative was proposed in 2013,in internal construction,the Chinese government has issued a series of fiscal stimulus measures to promote the development of transportation infrastructure construction,which has continuously improved the country's transportation infrastructure network and improved regional accessibility.It has strengthened economic links within the region,accelerated the integration and unification of the domestic market,and promoted the rational flow of various production factors.Based on the above background,this paper studies the impact of transportation infrastructure on the mismatch of regional innovation factors.First,the theoretical mechanism of the mismatch of innovation factors in the areas affected by transportation infrastructure is analyzed.Secondly,the R&D capital mismatch index and R&D personnel mismatch index of 30 provinces(cities and districts)in China from 2008 to2017 were measured,and the innovation factor errors of 30 provinces(cities and districts)in China from 2008 to 2017 were analyzed The trend of changes in distribution over time and the current status of R&D capital mismatch and R&D personnel mismatch in 2017.Based on this,this paper further introduces relevant control variables,using panel data from 30 provinces(municipalities,districts)in China from 2008 to2017 as a research sample,and constructing a dynamic panel model of the impact of transportation infrastructure on regional innovation element mismatches The GMM estimation method is used to estimate the national and regional samples.The results show that:(1)During the study period,there was a certain degree of mismatch between R&D capital and R&D personnel in all provinces(cities,districts)in China,and the degree of mismatch between R&D personnel in the same province(city,district)was basically greater than The degree of R&D capital mismatch,the degree of R&D capital mismatch and the degree of R&D personnel mismatch between different provinces(cities,districts)are also different,and there are large differences.Most provinces(cities and districts)have effectively alleviated R&D capital mismatch and R&D personnel mismatch,and only a few provinces(cities and districts)have not improved their R&D capital mismatch and R&D personnel mismatch even worsening.(2)Most provinces(cities and districts)in the western region have serious mismatches in R&D capital and R&D personnel,and there is an excess of R&D capital and R&D personnel.Most provinces(cities and districts)in the central and eastern regions have relatively light R&D capital mismatches and serious R&D personnel mismatches,and most provinces(cities and districts)in the central region have excess R&D capital and R&D staffing.Most provinces(cities and districts)in the region have insufficient R&D capital and R&D staffing.(3)At the national level,there is a difference in the impact of transportation infrastructure on the degree of R&D capital mismatch and the degree of R&D personnel mismatch.The improvement of the level of transportation infrastructure does not significantly improve the degree of R&D capital mismatch,but it can improve R&D personnel the degree of mismatch.(4)Based on the sample by region,further research finds that an increase in the level of transportation infrastructure in the eastern region can improve the degree of innovation element mismatch;an increase in the level of transportation infrastructure in the central and western regions can't significantly improve the degree of innovation element mismatch.Finally,this article combined with the conclusions reached,and gave relevant policy recommendations.
