In recent years,although China's tertiary industry has made considerable progress from the number,but compared with developed countries,its economic efficiency level,there is still a big gap.As a special factor of production,labor resources play a key role in the efficiency of the economies.For a long time,China's industry,inter-regional,inter-departmental,urban and rural areas do not match the employment structure,resulting in the situation of labor mismatch and continue to affect China's economic health and stability.In order to explore the effect of mismatch of labor resource mismatch on output efficiency,especially total factor productivity,this paper clarifies the concept and theory of mismatch firstly,and divides the labor market in the influencing factors of the mismatch of the tertiary industry in China.Discrimination and labor supply and demand imbalance of the three factors for analysis.Then,this paper takes the tertiary industry as an example to analyze the impact of labor mismatch on the total factor productivity of various industries.In this paper,we select the data of the third industry in transportation,warehousing and postal services,wholesale and retail trade,accommodation and catering industry,finance industry,real estate industry and education industry from 2003 to 2015,and estimate the output of six industries Elasticity coefficient and measure the mismatch coefficient of labor force,and analyze and compare the degree of mismatch of labor force in different industries.Then,the mismatch coefficient of labor force in 2003 to 2015 is compared with the total factor productivity.After comparison,it is found that the degree of mismatch of labor force in different industries is very different,but on the whole,the degree of labor mismatch in the tertiary industry Showing a gradual decline in the trend;different sectors of the labor force mismatch coefficient of the industry's total factor productivity impact is not the same.In general,the total factor productivity of labor-intensive industries,represented by transportation,postal services and wholesale and retail trade,is greatly influenced by the mismatch of labor resources.The capital-intensive industries represented by the financial and real estate industries are all Key factors in factor productivity are less affected by labor mismatches.And then through the empirical test of labor mismatches for the total factor productivity of the specific effects of the results found that labor mismatches and monopolies,market segmentation factors on the total factor productivity has a great negative effect,and improve the quality of labor will bring the total factor productivity Positive effect.So improving the allocation of labor force has a positive effect on output efficiency.And deepen the reform of the economic system,reform the original household registration system and improve the education and training system will greatly improve the current situation of China's labor resources mismatch.
