Research On Performance Evaluation Of Government Expenditure For Rural Infrastructure Construction In Anhui Province

Rural infrastructure is the guarantee of farmers’ life and agricultural production and the cornerstone of rural development.Strengthening rural infrastructure construction can not only improve farmers’ income and promote the realization of agricultural modernization,but also accelerate the process of beautiful rural construction.Anhui province is a typical big agricultural province in China.The government has always attached great importance to the construction of rural infrastructure and devoted itself to making Anhui a strong agricultural province in China.In recent years,although the government has strengthened financial investment in rural infrastructure construction and improved the level of rural infrastructure,problems such as insufficient supply and weak foundation of rural infrastructure in Anhui province have hindered farmers’ production and life and affected the promotion of rural revitalization strategy.In the key period of rural revitalization strategy in Anhui Province,it is necessary to accelerate rural infrastructure construction.This article first summarizes the theoretical research of rural infrastructure spending and practical research,this paper related concepts of rural infrastructure and government spending,and then in the public product theory,government intervention theory,performance evaluation theory based on the analysis of anhui province and prefecture level sex life infrastructure,liquidity infrastructure,productive infrastructure,social development infrastructure of government investment.Finally,the paper evaluates the efficiency of government expenditure on rural infrastructure construction in 16 prefecture-level cities in Anhui province and analyzes the reasons that affect the efficiency,which is also the core part of this paper.DEA model was used to evaluate the efficiency of government expenditure on rural infrastructure construction in 16 prefecture-level cities in Anhui province from 2014 to 2018.First,five aspects of fiscal expenditure on agriculture,forestry and water conservancy,rural roads,irrigation and water conservancy facilities,rural electricity,and rural medical and health care were used as input indexes for efficiency evaluation,and per capita disposable income of rural residents and total agricultural output value were used as output indexes to study the construction and management of rural infrastructure in Anhui province.Secondly,Deap2.1 software was used to evaluate the comprehensive efficiency value,pure technical efficiency value and return to scale efficiency value of 16 prefecture-level cities in Anhui province from 2014 to 2018.According to the different efficiency values,16 cities were divided into 5 steps to analyze and compare the evaluation results from the perspectives of horizontal,vertical and overall,so as to prepare for the analysis of influencing factors in the following paper.The situation of input redundancy and output shortage in each prefecture-level city is analyzed to determine the input redundancy rate and output shortage rate in each city.Finally,based on the results of empirical analysis of government expenditure efficiency values for rural infrastructure construction in various prefecture-level cities,corresponding countermeasures are proposed from five aspects,namely,increasing expenditure in a targeted way,improving management mode,establishing demand-oriented supply decision-making mechanism,implementing differentiated management and optimizing performance evaluation system in different regions.
