Rural Infrastructure Construction Application Research Of PPP Mode

Agricultural infrastructure is a rural agricultural production must have the basic conditions for the public,the rural infrastructure construction in China at the present stage mainly include agricultural irrigation and water conservancy infrastructure,agricultural disaster prevention of farmland from pollution prevention and control facilities,modern agricultural extension and agricultural technology personnel training services,modern agricultural production facilities,NongQing information facilities,etc.And at this stage,the rural infrastructure construction of our country mainly by the government's financial investment.According to the degree of public differences,agricultural infrastructure can be divided into three types:one is the agricultural infrastructure as a pure public goods,no competitive and exclusive consumption,such as the field of water conservancy facilities,agriculture information infrastructure and facilities for flood control and drought relief,etc.;Second is the agricultural infrastructure as a quasi-public product,in their consumption exclusiveness and competitive,such as the field road,large agricultural machinery,agricultural technology,etc.;Three is the agricultural infrastructure as a private product,the presence of exclusivity on consumption and competitive,such as processing and storage and transportation facilities,small and medium-sized agricultural machinery equipment,wholesale markets for agricultural products.Our government attaches great importance to agricultural infrastructure construction.However,due to the excessive history,the problems of weak agricultural foundation and lack of strength remain outstanding.No doubt,in the development of market economy,the western countries have faced in agricultural infrastructure bottlenecks,but through institutional innovation and reform of investment system,to a certain extent eased the contradiction.Especially since the early 1990s in the field of Public administration introduced public-private Partnerships(PPP,namely the Public-Private Partnerships)governance model,agricultural infrastructure and the situation of economic and social development not harmonious got bigger difference.The implementation of PPP model was first implemented and explored in developed countries in the west.In the 1970s,in order to alleviate the severe shortage of financial funds,the British and American countries applied PPP mode to the public domain,and introducing social capital was the effective measure to solve the financial pressure.The current model of public project operation in the world is the PPP mode.Using PPP mode is beneficial to attract agricultural infrastructure investment.This pattern mainly has the following two advantages:(1)in the "public interest" and "private interest" to find a proper point,dredge channels of private capital into the new rural construction,solved perplex the shortage of rural public utilities construction fund,can improve the efficiency of construction and can reduce the risk of investment and financing.(2)It is beneficial to improve the operation and management efficiency of rural public infrastructure in China.(3)It is beneficial to accelerate the progress of rural modernization construction,and to promote the overall development of rural economic and social undertakings.Types of rural infrastructure and investment characteristics determines its investments must be universal coverage,but capital enthusiasm for short-term profits will make difficult to finance part of the agricultural infrastructure,and the government play a guiding role of the PPP model can make up for the shortage.Government by buying services,franchise,such as form,leading the design of the PPP project contracts,to increase the proportion of government investment,social capital profit distribution proportion,attract social capital development more difficult financing of agricultural infrastructure.The PPP mode,however,the current agricultural infrastructure investment is still facing some challenges,such as the PPP model in the process of applying to consider investment brought about by the construction cycle,profit and risk,and participate in the main entry fuzzy etc.The PPP model is understood abroad as a partnership between the public sector and the private sector.Therefore,the government's partner generally for private enterprises,by contrast,the implementation of pattern is "government + social capital cooperation",said the government is responsible for the price of public infrastructure and service quality regulation,and social capital is mainly responsible for some large public infrastructure construction,and the government of the PPP project design,construction,operation and maintenance is responsible for the work.Therefore,the reasonable choice of the framework and path of these challenges is the realistic orientation of perfecting the investment PPP mode of agricultural infrastructure investment.In view of this,this article first half will be from the theoretical research on the application of PPP model in rural infrastructure construction to do,in the second part will be in hainan international tourism island of rural infrastructure PPP for the use of case analysis.In view of the challenges faced by the PPP model of agricultural infrastructure investment,we should improve the relevant legal guarantee system to ensure the interests of investors in rural infrastructure construction.To give full play to the service functions of local governments;We should improve the risk response mechanism of rural infrastructure PPP investment model.To strengthen the examination of the qualification of investment admittance of the private sector;To construct the perfect monitoring system of PPP project;To develop and implement incentives that attract the private sector;Actively carry out project pilot and promotion.
