Since the 19 th National Congress of the Communist Party of China,the process of regional economic integration has been accelerating.The “Belt and Road” construction,the Yangtze River Economic Belt,the Beijing-Tianjin-Hebei region,and the Guangdong-Hong Kong-Macao Greater Bay Area constitute a new coordinated development of China's regional economic pattern.The Yangtze River Economic Belt is an important channel that crosses the east,west,north and south of China,and connects land and sea.It carries 40% of the country's population and 44.1% of the total economic volume,which constitutes a new pattern of comprehensive opening up to the outside world with China's new and significant regional development strategy.The Yangtze River Economic Belt,as one of China's most important industrial corridors,leads the development of China's manufacturing industry.At present,the Yangtze River Economic Belt manufacturing industry is at an important stage of transformation upgrading,and capacity transfer.At the same time,the logistics industry,served as the foundation and strategy for supporting the development of the national economy,is of great significance to the optimization of manufacturing structure transformation and upgrading.The Yangtze River Economic Belt follows the development philosophy of“eco-first,green development”.Under the concept of green development,environmental factors such as energy consumption and carbon emissions are taken into consideration,which have certain theoretical and practical significance to the industrial upgrading,transfer agglomeration,and regional coordinated high-quality development.At first,this paper analyzes the mechanism of the coordinated development between the logistics industry and the manufacturing industry based on industrial association theory,system theory,and synergy theory.Second,based on the development of the manufacturing and the logistics in the Yangtze River Economic Belt,the paper establishes an evaluation index system for the economic efficiency of logistics and manufacturing industries from the perspective of input and output,and constructs athree-stage super-efficient SBM model based on undesired output and a DEA coupling and coordinated evaluation model.Third,based on the above model,the level of coupling and coordination of logistics and manufacturing in 11 provinces and cities in the Yangtze River Economic Belt was measured,and the temporal-spatial evolution of the coordinated development was revealed from the regional and provincial levels.Last but not least,based on the results of theoretical and empirical analysis,suggestions are made for the coordinated development of the Yangtze River Economic Belt industry and the regional economy.The main conclusions of this article are:(1)From the perspective of input and output,the level of coupling and coordinated development of the logistics and manufacturing in the Yangtze River Economic Belt is still at a barely coordinated level in the transition zone,and the two industries have not yet reached a healthy coupling state.Judging from the calculation results of the three-stage SBM model and the DEA evaluation model,the main reason for this is that the logistics industry in the Yangtze River Economic Belt is relatively low in promoting the development of manufacturing,and it is far behind the relative progress of manufacturing in promoting the development of logistics,which ultimately leads to a lower level of coupling and coordination between the two industries.(2)The coupling and coordinated development level of the logistics industry and manufacturing industry in the Yangtze River Economic Belt from 2007 to 2017 shows a temporal-spatial evolution trend of “high in the east and low in the west”.The lower reaches of the Yangtze River has the highest development level;the middle reaches are the second,and the upper reaches are the lowest.The evolution characteristics of the second and last declines have experienced the development process of break-in-coordination-break-in.The regional development of the coupled and coordinated development of the logistics industry and manufacturing industry has significant regional differences.The relatively lagging development of the logistics industry has brought challenges to the upstream and downstream regions to undertake industrial transfer in the downstream regions.(3)The calculation results based on the SFA regression model show that the relative effectiveness of the logistics industry in promoting the development of manufacturing industry is less disturbed by environmental factors and random factors,and the effectiveness of the logistics industry's input is affected by more favorable environmental factors in the downstream region.Overestimated,while the upper and middle reaches are underestimated due to adverse environmental factors;on the contrary,the relative effectiveness of manufacturing to promote the development of the logistics industry is easier to interfere with environmental factors and random factors.Downstream regions are underestimated due to adverse environmental factors.The middle and upper reaches are overvalued because of the favorable environment.(4)The improvement of the level of regional economic development and the degree of openness to the outside world is conducive to the improvement of the capital,manpower,and energy input efficiency of the logistics and manufacturing.The increase in government financial input to the industry has also led to production while expanding the scale of the industry,also the waste of factors.the level of technological innovation for logistics is not significant,but it will cause waste of manufacturing investment factors.At present,the promotion and application of innovative technologies by the two industries are not high.
