Study On Evaluation And Promotion Of Eco-economic Development Level Of Yangtze River Economic Belt

The Yangtze River Economic Belt,as an important regional economic belt that runs through the eastern,central and western regions of China,relies on the Yangtze River to support over 40% of China's total economic output,while also nurturing nearly 40% of the country's population.As an important ecological treasure-house in China,the Yangtze river economic belt has ecological resources such as forests,wetlands,water sources and biological resources,and its ecological status is prominent.At the same time,the Yangtze River Economic Belt is also one of China's traditional industrial bases,including petrochemical,steel,glass,plastics and other high-energy,high-pollution industries.The traditional economic development has contributed to the economic development of the Yangtze River Economic Belt,which has also brought great ecological destructive power,leading to the deterioration of its ecological environment and the imbalance of the ecological system.In 2016,the government promulgated the "Outline of the Yangtze River Economic Belt Development Plan" and proposed to vigorously protect the ecological environment of the Yangtze River Economic Zone and not to promote large-scale development.It is necessary to dismantle the heavily polluting enterprises and remedy the current unbalanced ecological environment.To break through the current conflict between economic development and ecological protection requires the joint efforts of the government and the people.The Nineteenth National Congress of the Communist Party of China was successfully held and pointed out a clear road for China's economic development.On the one hand,we must build a modern economic system,change the mode,structure and power of economic development,promote the reform of economic development efficiency,quality and power,and change from high-speed development to high-quality development.On the other hand,we must adhere to the coordinated development of man and nature and support the construction of an ecological civilization.The people and nature are one,and the quality of the ecological environment affects the quality of human life.Where there is no life,there is no development.In response to the Yangtze River Economic Belt,we will give priority to ecological protection,reject large-scale development,develop ecological economy,and pursue high-quality economic development,high ecological environment,and a high standard of living for the people.Based on the above discussion,the article takes the Yangtze River Economic Belt as a sample to study the evaluation and promotion of the ecological economic development level of the Yangtze River Economic Belt.The research contents and framework are as follows:First of all,the background and significance of the study of the article are introduced,and on the basis of fully reading the relevant research literature at home and abroad,the research results obtained have been classified and reviewed.While reading the literature,the theoretical basis for the development of regional ecological economy is summarized,including(1)the meaning and characteristics of ecological economy.(2)Eco-economy-related theories.(3)Theories related to regional economic development include regional economic development theory.Second,from the whole and each province and city,we will understand the ecological environment,resources and economic and social profile of the Yangtze River Economic Belt.On the whole,the Yangtze River Economic Belt occupies an important ecological position in terms of ecological resources,but the ecological environment has a relatively large amount of pollutants.In economic and social terms,the Yangtze River Economic Belt accounts for nearly 40% of the country's total population and economic output.At the same time,as one of China's three major development strategies,it has an irreplaceable role in China's economic and social development.From the perspective of provinces and cities,the provinces and cities in the upper reaches of the Yangtze River,such as Sichuan and Yunnan,are richer in the number of ecological resources than other provinces and cities.In terms of economic development and social living standards,Shanghai,Jiangsu,and Zhejiang in the lower reaches of the Yangtze River have an absolute advantage.In the middle and lower reaches of the region,the level of pollutant emissions is also at a high level as the level of economic development increases.On this basis,the problems faced by the ecological economic development of the Yangtze River Economic Belt are analyzed,mainly in the following aspects: Large amount of ecological pollution,arduous environmental protection tasks;Regional development is not balanced,the industrial structure needs to be optimized;The leading industry is heavily polluted and the driving force for development Urgently reformed.Then there is the empirical part of the article,including the construction and empirical analysis of the comprehensive evaluation model of ecological economic development level.The model construction includes the principles followed by the design of the index system,the construction mechanism of the index system,and the framework and content of the index system.Through the function and influence mechanism of the ecological economic system,a comprehensive evaluation index system for 30 specific indicators in the three levels of ecological sustainability,economic development and social progress has been constructed.Combining relevant data collected and arranged,the entropy method was used to calculate the ecological and economic development index of the whole Yangtze River Economic Zone and subsystems,and the eco-economic division of each province and city was performed using the index calculation results.In addition,the ecological economic system is an organic whole,and each subsystem influences each other.It is not sufficient to assess the level of ecological and economic development of provinces and cities with the comprehensive index only.Therefore,this paper adds a supplementary study of the coupling and coordination among the ecological,economic,and social systems in the comprehensive index system.Finally,it is the way to enhance the ecological and economic development of the Yangtze River Economic Belt.From the three levels of ecological sustainability,economic development,and social progress,we propose targeted and optimized countermeasures and suggestions.From the perspective of ecological sustainability,we will give a “one” prominent and ”two” strategy: strengthen ecological protection,highlight key factors—Waste discharge;improve the supervision and evaluation system,and focus on special periods;Great efforts are made to punish pollution,and they are closely following special industries and fields.From the perspective of the economic development system,narrowing regional disparities and coordinating common development;advancing the optimization of industrial structure,realizing the transition from high speed to high quality;encouraging technological innovation and providing technical support.From the system perspective of social progress,it includes moving forward from the education and social security system and improving people's lives towards a well-off society.
