China's economic and social environment is undergoing rapid changes,coupled with the increased management complexity brought about by the expansion of enterprise groups,many small and medium-sized private enterprise groups are faced with various group management and control issues that need to be resolved.This paper takes the management and control problems of HM Group as the research object,comprehensively analyzes the group management and control problems faced by this type of enterprise and proposes countermeasures.This article combs and explains the overall environment controlled by HM Group.It sorts out its basic status quo,development process,and control status,extracts the development bottlenecks it is currently facing,and analyzes the historical and environmental reasons for entering the development bottleneck.Based on the analysis of the cause,the root cause was further analyzed,and it was concluded that the root cause of the development bottleneck was unclear strategy.Proposed and elaborated the market strategy adjustment that HM Group should make.By sorting out and explaining the overall environment,development history,development bottlenecks,and market strategy adjustments of the HM Group,the Group 's management and control issues are revealed,and the current four limitations of the Group 's management and control are extracted.The control mode is misplaced,the control mechanism is single,and the control is not a system.From the three perspectives of past,present and future,these four limitations not only hindered the development of the group in the past,but also hindered the adjustment of the current market strategy and hindered the future sustainable development.Based on this,the article concludes that the HM Group's control issue is a directional and systematic issue.Subsequently,overall countermeasures were proposed for the existing problems.In response to the problem that the Group's management and control is not a system,countermeasures such as management and control principles,management and control organizational structure,management and control objectives,management and control models,management and control mechanisms,and management and control tools are systematically constructed.In response to the problem of the defects of the group's control objectives,the group's strategic objectives were clarified,the business system was reorganized,the organizational structure was restructured,and the group's control objectives were determined.Aiming at the problem of misalignment of the group's management and control model,a shift to the group's strategic management and control model was proposed.Aiming at the single problem of the group's control mechanism,the implementation follow-up mechanism and the standardization of the group's control standard are proposed.In this study,when proposing these countermeasures,based on the actual situation of the HM Group,a brief description of its implementation methods,implementation reasons,and implementation points.The research object of this article-HM Group's development history,development bottlenecks,bottleneck roots,strategic adjustments,group management and control issues,etc.,are quite representative in small private enterprise groups.This research can provide corresponding reference for the research and exploration of this type of enterprise group management and control.
