Research On Construction Of "County-Town-Village" Three-Level Logistics System In Xuzhou Feng County Based On Joint Distribution

With the proposal of the rural revitalization strategy in the report of the 19th National Congress of the Communist Party of China,the document clearly stated,"Expanding e-commerce into rural areas,supporting supply and marketing cooperatives,postal express companies and other extended rural logistics service networks,strengthening village-level e-commerce service site construction,and promoting agricultural products"Two-way circulation into the city and industrial products to the countryside".In 2019,the General Office of the Ministry of Transport issued the"Opinions",requesting to speed up the construction of a three-tier rural logistics network node system at the county,township,and village levels,cultivate leading backbone logistics enterprises,promote advanced operating models and information technologies,and build a resource sharing and service network,Information exchange,convenient and efficient new pattern of rural logistics development^[1].All cities actively explored new ideas for building a three-tier logistics system of"county-township-village"based on common distribution,and optimized the three-tier logistics system of"county-township-village".Feng County,Xuzhou City,Jiangsu Province is the center of the Huaihai Economic Zone,and also won the honorary title of"Jiangsu Rural Logistics Demonstration County"..Although Xuzhou Fengxian has made some achievements in logistics construction,there are still some problems.The current rural logistics distribution in Feng County is relatively scattered,and the distribution of distribution points is not very reasonable.The logistics distribution at the village level has not yet been realized.The rural logistics demand has the characteristics of small and scattered,which has certain pressures and difficulties for the realization of batch common distribution.In order to alleviate this situation,this article puts forward opinions on the construction of the three-tier logistics system of"county-township-village"in response to the rural logistics situation in Fengxian County of Xuzhou,and vigorously promotes the joint distribution of two-way logistics.In order to promote the level of rural logistics services,reduce the operating costs of logistics,and alleviate the difficulties of villagers receiving goods and difficult delivery.This thesis studies the construction of Xuzhou's"county-township-village"three-tier logistics system based on joint distribution.Firstly,it analyzes the current situation of Xuzhou Feng County logistics system development based on co-distribution and puts forward the problems of Fengxian logistics system;secondly,it introduces a common distribution strategy and contacts two-way logistics,and analyzes the establishment of a"county-township-village"three-tier logistics system in Xuzhou Feng County The necessity of establishing the objectives and principles of Xuzhou Fengxian three-tier logistics system,and taking Changdian Town,Xuzhou Feng County as an example,worked out a plan to improve the location of village-level distribution stations,thus proposing to implement the three-tier logistics system"county-township""Village"all need to build matching distribution nodes,formulate strict management systems,and build a standard public logistics information platform;finally put forward the implementation countermeasures of Xuzhou Feng County"county-township-village"three-level logistics system based on joint distribution.The thesis has 22 figures,8 tables,and 90 references.
