Logistics distribution, as an important part of the logistics operation, is the most closely linked to the logistics and customer connections, but also the end of e-commerce logistics. With the emergence of "door-to-door" logistics service mode, the customer has more timely and accurate requirements for online shopping distribution services. This requires the development of distribution activities with the pace of development of electronic commerce, in order to improve the operational efficiency of e-commerce and customer satisfaction. In the logistics distribution system, the distribution center has gradually become the symbol of modern logistics and has great influence on the cost,efficiency and development of the whole logistics distribution system. Thus, it is of great significance to select the location of the distribution center to the electronic commerce enterprises scientifically.This paper gives a comprehensive introduction to the location of distribution center, and analyzes the theory of e-commerce. Based on the characteristics of logistics distribution under the environment of e-commerce, a bi-level programming model is established, which integrates logistics distribution center location and distribution route optimization. Among them, the location of the logistics center for enterprises, is a long-term problem, and its decision-making on the future direction of development of enterprises have far-reaching impact, so as the upper decision problem. And the distribution path is relatively flexible, so as the lower level decision problem. The goal of logistics center location is to minimize the total operating cost from upstream to downstream, and he goal of vehicle routing optimization is to minimize the total time of all vehicles.For solving the bi-level programming model, this paper studies the relevant knowledge and decides to use the particle swarm optimization algorithm to solve. For the particle swarm optimization (PSO) algorithm, the basic PSO algorithm is described in detail, and several improved particle swarm optimization (PSO) algorithms are introduced, and a particle swarm optimization with inertia weight is adopted. And the premature convergence and jump-out of PSO are expounded, the concrete steps of solving bi level programming model are determined ultimately.Finally, combined with the practical case, the MATLAB software is used to solve the model,and the feasibility of the algorithm is verified.
