Driven by technological innovation and consumption upgrading,the supermarket industry has developed from the traditional offline store operation mode to the "new retail" omni-channel operation mode integrating online and offline.In the era of "new retail",the market competition in supermarket industry is more and more fierce.And with the increase of personnel costs every year,"cost reduction and efficiency increase" is the primary problem for the supermarket enterprises to overcome."Cost reduction and efficiency increase" involves the effective control of the total headcount and personnel cost of the enterprise.It is necessary to return to the human resource planning module;and start from the "three determinations" strategy in human resources,the important basic work of human resource management."Three determinations" strategy in human resources means to determine work posts,determine headcount,and determine the man in the right job in the enterprise,so as to maintain reasonable "tasks,work posts and people",and realize "cost reduction and efficiency increase"."New retail" is a new operation mode.In the previous academic researches,it seems there is relatively a lack of study on the "three determinations" strategy in human resources and its effectiveness under new retail era.This thesis selects Z company as the research object,which is a new founded foreign-funded enterprise in the supermarket industry under "new retail" era.At the beginning of this thesis,the relevant literature about determining work posts,determining headcount,determining the man in the right job and personnel efficiency are summarized;the concepts and significance of the “three determinations” strategy in human resources and personnel efficiency are demonstrated.The thesis introduces the background of Z company in details,and shows the organization structure of the head office and store 1 before optimization of the “three determinations” strategy in human resources.It analyzes the current situation and problems of the “three determinations” strategy in human resource of Z company through material analysis method.According to the internal conditions of Z company and external environment of "new retail",and fully considering the business development requirements of Z company under "new retail" era,this thesis optimizes the “three determinations” strategy in human resource of Zcompany's head office and store 1,following the order of determining work posts,determining headcount,and determining the man in the right job respectively.During the study,when making the optimization of "determining work posts" strategy of head office and store 1,the functions of the department are optimized through the qualitative analysis of work posts,then new work posts are formulated in order to match Z company's strategy and business needs,and the grade of the new work posts are set;when discussing the optimization of "determining headcount" strategy of head office,the workload analysis is used for the new work posts,and the quantitative research is carried out for the work posts,while exploring the optimization of "determining headcount" strategy of store 1,the common used method of area measurement algorithm in the supermarket industry,and determining headcount method in production operation posts are taking to combine with the workload analysis;in the study of the optimization of "determining the man in the right job" strategy of head office and store 1,on the basis of definite confirmed work posts and headcount,the interview method is used to collect information about the competency of the new work posts after optimization,then the optimization of "determining the man in the right job" strategy is carried out through the job analysis method based on the competency,and the corresponding job descriptions are built.Thus,a suitable plan of determining work posts,determining headcount,and determining the man in the right job for the current Z company's head office and store 1 is formed eventually after the optimization of the “three determinations” strategy in human resources.In addition,the thesis makes verification of the difference in "personnel efficiency" and personnel cost before and after the optimization of the "three determinations" strategy in human resources by using statistical analysis method,and through practice,it proves with specific data that the optimization effectively reduces monthly personnel cost ratio by 10%,and increase monthly personnel efficiency by 15%,and achieve the research goal of "cost reduction and efficiency increase".The research on the optimization of the "three determinations" strategy in human resources of Z company,makes the reasonable allocation among the "tasks,work posts and people" of Z company.It is of practical significance to realize the "cost reduction and efficiency increase" and improve the market competitiveness and economic benefits of Z company.At the same time,it has a good reference value and significance to formulate the "three determinations" strategy in human resourcesfor other new store projects of Z company and even other supermarket enterprises under "new retail" era.
