The Financing Risks Assessment And Targeted Solutions Of PPP Project In A City

The PPP model is usually applied to areas of infrastructure and public service.A PPP infrastructure project is characterized by wide coverage,long cycle,large investment,and involvement of multiple parties,so various risks and problems,especially financing risks,will be encountered during the actual implementation of the project.Whether a project can be smoothly implemented depends on whether it has enough funding and effective financing solutions,since financing risks run through the project.In China,PPP application started late with limited practical experience and weak theoretical research,so that the government and social capital providers lack the ability of risk identification and risk control during the implementation of a PPP project and are eager to achieve some effects without fully considering project risks.To dig into financing risks facing the PPP model in infrastructure projects,effectively conduct financing risks identification,sharing and control and provide targeted solutions is therefore of great significance for ensuring the successful implementation of the PPP project and maximizing the interests of all parties involved.The object of this study is financing risks of PPP project in a city.The study,drawing on the research results of domestic and overseas PPP project financing risks,analyzing the existing problems and financing risks of PPP projects,adopting a combination of theoretical research and empirical research and the fuzzy comprehensive evaluation,evaluates the financing risks of PPP project in a city,constructs a financing risk assessment system for this project,and finally provides the corresponding strategies through the analysis of its financing risk sharing and control based on the financing risk assessment system and the actual implementation of this project.
