Research On Problems And Countermeasures In Public Participation Of PPP Project

PPP(Public-Private-Partnership)is a model of government-social capital cooperation that has been vigorously promoted by the government in recent years.The purpose is to improve the quality and supply efficiency of public goods or services.The public is the consumer and user of public goods and services,and has the right to express demands and opinions in PPP projects.However,in practice,many local governments regard PPP more as a financing model,and do not pay much attention to public participation,which sometimes damages public interests.There are many problems in public participation in PPP projects.Therefore,it is particularly necessary to improve the effectiveness of public participation in PPP projects.Based on Thomas' effective decision-making model and a ladder of citizen participation,this paper constructs an analysis framework for introducing public participation in PPP projects,including defining the participants,selecting the appropriate form and approach of participation,analyzing the four key elements of participation level and participation guarantee,and then combining the typical cases in the PPP project analyze the existing problems.Finally,it is proposed that the quality and effect of public participation in China's PPP projects should be improved from the four aspects of defining the participants,enriching the forms and channels of participation,deepening the degree of public participation,and improving the participation guarantee.There are 7 figures,5 tables,53 references in the paper.
