Research On The Ways Of Public Participation In Decision-making Of Public Projects

Currently in China, public participation is being actively carried out in Legislation,environmental protection, urban planning and public governance. A variety ofparticipatory approaches has a significant effect of the decision-making. In the areas ofpublic governance, most decision-making of public construction projects have not dothe thing of public participation. Even some of projects have the implementation ofpublic participation, the approaches of public participation has the limitation. Now it isdifficult to make the public’s reasonable proposal to enter the decision-making of publicconstruction projects by the current participatory approaches. And it is difficult to play asubstantial role in public participation. In addition, public participation indecision-making of public construction projects relating to the participation staff,participatory approach, as well as the characteristics of projects and other factors have adirect impact to the project decision-making. It affects the scientific and democratic ofthe project decision-making, depending on whether or not to according to the publicproject’s characteristics of the public, professional and complex features, depending onwhether or not to characteristics of participatory way, and depending on whether or notto meet the demand of solving the problem of project decision-making to select theappropriate approaches of public participation. Therefore, researching on publicparticipation in decision-making of the public construction projects have a certainsignificance in resolving conflicts of interest between the government and the public,improving scientific level and democratic level on decision-making of publicconstruction projects, improving the degree of recognition of the Government’s publicdecision-making.By using of the literature method, this paper expounds some theories involving inpublic participation in decision-making of public construction projects, includingdeliberative democracy theory, participation democratic theory, the new public servicetheory, and public choice theory. And this paper combed the relevant conceptsincluding public, public participation, public construction projects and so on; andanalyses of the characteristics of public construction projects and its decision-makingprocess. And by using of case analysis, this paper deeply researched a few typical casesoccurred in recent years in public participation in decision-making of public construction projects; summarize the characteristics of various public participationmethod and the problems of each method. On this basis, this paper sums up that inpublic investment in decision-making of public construction projects, it is not only needfor improving public participation method itself, but also need for improving theenvironment of public participation (that is the public and the Government’s sense ofparticipation, and the rule of law environment). Finally, on the basis of theoreticalresearch and case studies, this paper consummates some relevant recommendations inpublic participation method in decision-making of public construction projects.
