Study On The Law Enforcement Of Food And Drug Control In Suichang County

With the frequent negative incidents of food and drug safety in recent years,it has seriously affected the orderly development of food and drug in China.At the same time,with the implementation of "three in one market supervision" in 2018,strengthening the supervision and law enforcement of food and drug has become the key responsibility of various local governments at present.Taking Suichang County,Zhejiang Province as an example,using qualitative and quantitative research methods,based on the government supervision theory,the theory of large department system,the theory of service-oriented government and other backgrounds,combined with the actual situation of food and drug supervision in Suichang County,this paper analyzes Suichang County from four aspects:,supervision and law enforcement strength,supervision and law enforcement service quality,supervision and law enforcement efficiency.In the food and drug market supervision and law enforcement problems,and based on the problem put forward some targeted opinions,and finally put forward the results of the proposed opinions to test,through the study of the following conclusions:(1)Problems and causes of food and drug supervision and enforcement in Suichang County.Suichang County has some problems in the supervision of food and drug market,the specific problems are reflected in the following aspects: the degree of informationization of supervision and law enforcement mode is not enough,the standardization of law enforcement process needs to be improved;the supervision and law enforcement force is insufficient,the law enforcement process is subjective;the supervision and law enforcement service attitude is poor,the service consciousness is insufficient;the supervision law enforcement economic cost and the manpower cost is high.The causes of these problems are: the basic food and drug supervision mechanism is not perfect,the basis of food and drug supervision needs to be revised and perfected,and the staff thought fluctuation caused by the adjustment of the organization personnel leads to the work efficiency low,local governments did not fully play their coordinating role.(2)Lessons learned and countermeasures.This paper draws lessons from the practice and measures of food and drug supervision and law enforcement in the United States,Germany,Shenzhen and Wuhan,and puts forward corresponding countermeasures and suggestions for the outstanding problems in Suichang County,mainly from the four aspects of supervision and law enforcement mode,strength,service quality,efficiency and so on.It includes raising the level of supervision information,standardizing the process of supervision and law enforcement,enhancing the sense of responsibility of law enforcement personnel,strengthening the construction of grass-roots supervision team,enhancing the service consciousness of grass-roots supervision and law enforcement team,and attaching importance to the law enforcement environment of grass-roots regulatory bodies To build and strengthen the food and drug inspection and inspection system and improve the basic infrastructure and law enforcement equipment.At the same time,the effect of the countermeasures and suggestions in this paper is tested to verify the effectiveness of the suggestions put forward in this paper.The lack of research in this paper is mainly reflected in the following aspects: first,the theoretical application is not deep enough;second,the paper is to Suichang County food and drug regulatory law enforcement research is combined,not specifically for food regulatory law enforcement or drug regulatory law enforcement more detailed research,which makes this paper put forward some suggestions and related concepts are not targeted enough.Therefore,the next step can be from the following two aspects to deepen the study: first,in-depth combination with the existing theory and literature to strengthen the theoretical depth of this study;second,combined with the market demand and the situation of the development of the times,to build a law enforcement effectiveness evaluation model,the model The indexes,weights and scoring criteria are improved to ensure the scientific rationality of model application.
