The proposal of the Guangdong-Hong Kong-Macau Greater Bay Area development strategy has brought about critical historical opportunities for the Greater Bay Area to create a digital creative industries bay area with international influence.Although Guangdong,Hong Kong,and Macau are geographically adjoined,under the "one country,two systems",there are differences in the "three systems" between Guangdong,Hong Kong,and Macau.There are many uncoordinated places in strategic positioning,participants,and system settings,which hinders the high-level collaborative creative industries development of the Guangdong-Hong Kong-Macau Greater Bay Area.How to coordinate and resolve the above-mentioned multiple synergistic blocks in the Greater Bay Area? How to implement the new development concept and lead the healthy and sustainable development of the digital creative industries in the Greater Bay Area? How to improve the international competitiveness of the digital creative industries in the Greater Bay Area? All of the above concerning has become severe problem for the development of digital creative industries in the Guangdong-Hong Kong-Macau Greater Bay Area under the background of "one country,two systems".In order to try to find some solutions to the above problems,the first chapter outlines the territory and builds a theoretical model for collaborative governance of digital creative industries in the Bay Area.The collaborative governance of digital creative industries in the Greater Bay Area has three major realistic requirements: First,the digital creative industries in the Greater Bay Area has evolved through three phases since the 1970 s,and currently presents a predicament brought by unbalanced industrial development,high repetitiveness,and low-end industrial chains positioning.The next stage of the construction of the digital creative industries urgently needs to change the positioning from the cooperation model,cooperation terms,and coordination mechanism;The second is that the digital creative industries in the Greater Bay Area is facing the practical dilemma that they are to be governed by mixed governance across administrative regions,the irrationality of power distribution on collaborative subject organizations,the urgency of inefficient collaborative governance of interest integration and compensation mechanisms;Third,the digital creative industries in the Greater Bay Area also faces the need for collaborative governance,such as the need for long-term integration of realistic breakthroughs in "one country,two systems",the need for transformation of homogeneous strategic positioning and opposition,and the need for unifying the conflict resolution of internal standards.Therefore,after sorting out the historical development of collaborative governance theory and considering the unique considerations of the digital creative industries in the Bay Area,the article defines the “Cooperative Governance of Digital Creative Industries in the Bay Area” as follows: by controlling various internal and external conditions,rationally deploying independent movement and the associated movement of various elements of the system to achieve mutual cooperation and harmonization of development trend,thus contributing to the joint development of the entire Bay Area digital creative industries.This article then proceeds from the three significant dimensions of the theoretical governance to enrich Bay Area Digital Creative Industries Cooperative Governance from the bottom logic of achieving synergy advantages,the model framework of the governance network role and reaction,the paradigm basis of the department-public-private two-dimensional cooperation;and then build a theoretical model of the Bay Area digital creative industries from strategic collaboration,subject collaboration,institutional collaboration.In order to intuitively and comprehensively reflect the objective level of collaborative governance of the digital creative industries in the Bay Area,this article uses the location entropy gray correlation analysis method to quantitatively measure the professionalism and regional engineering of digital creative industries in the four major bay areas.The situation of these creative industries collaborative governance is outlined.The second chapter uses the location entropy method to compare the four major indicators: the number of companies,the number of employees,the operating income,and the profit before tax.First,it compares the two major levels,core cities and as a whole,to study the digital creative industries collaboration gaps of the Guangdong-Hong Kong-Macau Bay Area comparing to San Francisco Bay Area,Tokyo Bay Area,and other world-class Bay Areas.The results found that compared with the three major world bay areas,the digital creative industries in the Guangdong,Hong Kong,Macau and Greater Bay Area had obvious clustering advantages only in the number of companies,and failed to form clustering advantages in terms of digital creative talents,economic volume,and profitability.The talent distribution among cities is uneven,and the role of demonstration in the super large core cities in the Greater Bay Area is not obvious.Further focusing on the analysis of the development differences of the digital creative industries within the Guangdong,Hong Kong,and Macau Greater Bay Area,Guangdong,Hong Kong,and Macau.There is no absolute dominant industry in the Greater Bay Area as a whole,and the three industries have their own characteristics.The cluster of high-tech industries in the digital creative industries is relatively weak.The shortcomings of the digital creative industries chain’s ecological coverage are narrow and the original innovation ability is insufficient.At the same time,it also shows a trend of shifting to the higher end of the industrial chain.Chapter 3,using the results of location entropy calculation in Chapter 2,and further using the method of location entropy gray correlation analysis,compares the location entropy gray correlation of the coordinated development of digital creative industries in the four major bay areas and core cities: The digital creative industries in the Greater Bay Area have problems of vicious competition and competition for resources.Moreover,the mega-capacity core cities in the Greater Bay Area have insufficient radiation capabilities,and satellite city synergy levels are low.Then calculate the grey correlation degree of the regional entropy of the digital creative industries in the Greater Bay Area: The digital creative industries chain in Guangdong is at a low-end position,and the advantageous industries in each city cannot be complementary;Hong Kong’s digital creative industries has the highest creativity and technology,but its radiation drive is weak;The digital creative industries in Macau relies solely on the gambling industries,and deep-seated contradictions are gradually emerging;On the whole,the Internet factor in the digital creative industries in the Guangdong-Hong Kong-Macau Greater Bay Area is underutilized and it is difficult to achieve leap-forward development without the support of high-tech.The development of the digital creative industries collaborative governance in the Greater Bay Area should not only be a deepening of Guangdong-Hong Kong-Macau cooperation practice,but also promote the construction of the digital creative industries in the Guangdong-Hong Kong-Macau Greater Bay Area,and give full play to the comprehensive advantages of Guangdong,Hong Kong and Macau,and maintain the long-term prosperity and stability of Guangdong,Hong Kong and Macau.It needs the experience from those three world-class Bay Areas,also considering the Guangdong-Hong Kong-Macau to build large Bay Area digital creative industries collaboratives with a uniform strategy,governance body and rules.From the perspective of strategic synergy,constructing a collaborative governance path system for the digital creative industries in the Guangdong-Hong Kong-Macau Greater Bay Area includes four major aspects.The first is to break through the zoning restrictions and build a realistic regional synergy strategy.The central level establishes a “decision-making layer + implementation layer” implementation mechanism for the coordinated development of the digital creative industries in the Greater Bay Area to achieve a vertical and horizontal relationship between multi-level governments and policies.Coordination,smoothness and balance of the relationship,forming a joint governance force of "up-down linkage" and "left-right coordination" in the Bay Area;At the core city level,the overall values of each collaborative subject are gradually established,by obtaining consensus on collective collaborative governance by optimizing governance information sharing mechanisms as well.And by giving full play to the power of information dissemination,the positive and rational social mentality of the people of Guangdong,Hong Kong,and Macau is cultivated,with a view to achieving interpersonal communication and consolidating the governance and trust network.Second,further clarify the collaborative governance responsibilities of different entities,and innovate the collaborative mechanism of digital creative industries in the Bay Area.It includes the establishment of a collaborative innovation mechanisms for the digital creative industries in the Greater Bay Area: led by the local government and the central government,enterprise as the core and modern system as the focus,universities,and research institutions as the main body,the combination of production,teaching and research.Finally,it improves the normal system of subject collaborative governance,uses a combination of formal governance mechanisms and informal governance methods,and ensures the promotion of the collaborative performance evaluation of digital creative industries in the Greater Bay Area as a guarantee to improve governance performance.From the perspective of institutional synergy,it is stated that the collaborative governance path system of the digital creative industries in the Guangdong-Hong Kong-Macau Greater Bay Area has three levels.First,empowering collaborative governance mentioned above promoting the interconnection of elements of the digital creative industries in the Greater Bay Area.And the last is to promote the comprehensive docking of Guangdong,Hong Kong,and
