General Secretary Xi Jinping clearly pointed out in the report of the 19 th CPC National Congress that "innovation is the first driving force leading development and the strategic support for building a modern economic system." In his important instructions for Guangdong's work in April 2017,General Secretary Xi Jinping expressed fervent hope to Guangdong to provide support for the implementation of the innovation-driven development strategy throughout the country.Guangdong-Hong Kong-Macau Greater Bay Area,as an important demonstration area of the country's omni-directional opening strategy,plays an important role in it.Under such a realistic background,the study of Guangdong-Hong Kong-Macau Greater Bay Area's innovation efficiency and the factors that affect it can provide corresponding help for further optimizing Guangdong-Hong Kong-Macau Greater Bay Area's development.Based on this,based on the theory of regional innovation,this paper first expounds the concept of innovation,then discusses the division of the calculation stage of innovation efficiency and the theoretical analysis of the factors that affect the innovation efficiency,and on this basis,from the point of view of value chain,constructs a two-stage chain related DEA model under the condition of variable scale reward.The full time equivalent of R / D personnel and R / D expenditure from 2011 to 2015 are selected as input indicators,and the number of patent applications and patent authorizations from 2012 to 2016 are selected as the output indicators of the first stage,and the production of high-tech industry from 2013 to 2017 is selected.As the output index of the second stage,the efficiency of each stage is calculated,and four modes of innovative resource utilization are given.Then the Tobit model is used to explore the factors that affect the efficiency of each stage of innovation from five angles: economic environment,industrial structure,government support,openness to the outside world and infrastructure environment.Finally,combined with the actual situation of Guangdong-Hong Kong-Macau Greater Bay Area,the corresponding reasonable suggestions are given.The main conclusions of this study are as follows:1.On the whole,the average innovation efficiency of Guangdong-Hong Kong-Macau Greater Bay Area is 0.460,and the regional innovation is in the stage of high investment and low transformation.Among them,the efficiency of knowledge innovation stage is higher,while the efficiency of economic stage of scientific and technological achievements is at a low level,which is the main reason that restricts Guangdong-Hong Kong-Macau Greater Bay Area's innovation efficiency.The efficiency of Guangdong-Hong Kong-Macau Greater Bay Area is obvious among cities,Shenzhen,Dongguan,Huizhou and Zhuhai are relatively high,Foshan and Jiangmen are relatively low,which is the key city of technological innovation and development in the future.2.Guangdong-Hong Kong-Macau Greater Bay Area's innovative resource utilization model accounts for only 30% of the cities with high R & D and high transformation,namely Dongguan,Huizhou and Zhuhai.Foshan and Hong Kong are the cities with low R & D and low transformation,and there is a great waste of resources.There is a lot of room for improvement in the two-stage efficiency of many cities,so it is necessary to start with the relatively weak links to improve the innovation efficiency.3.Tobit regression analysis shows that the economic environment,industrial structure,government support and trade openness have a significant impact on the efficiency of the overall stage of regional innovation,government support and infrastructure environment have a significant impact on the efficiency of knowledge innovation,and the economic environment,industrial structure and infrastructure environment have a significant impact on the efficiency of the economic stage of scientific and technological achievements.
