Budget management is an important part of enterprise management.In the wake of developments in information technology,the economic benefits of enterprises are becoming more and more closely related to their budget management level.Therefore,they pay more and more attention to improving their own budget management level.The pharmaceutical industry is one of the most important industries in China,which is a major issue of people's livelihood,and plays an important role in China's economic development.Pharmaceutical companies are facing a complex market economic environment,and they need to constantly improve their management level if they want to achieve their strategic goals.At present,the budget management system of many pharmaceutical companies is out of touch with the development strategy of the enterprise.In practice,there are many problems such as unreasonable budget preparation,inadequate budget execution,and budget assessment in the form of flow.In response to these problems,many scholars have carried out research on the optimization of budget management,and some scholars have explored how to use balanced scorecards to enable enterprise budget management to better integrate with enterprise development strategies,but many pharmaceutical enterprise budget management systems have not yet fully utilized balance The scorecard has few relevant case studies that can provide references for other pharmaceutical companies.Shanghai Pharmaceutical Co.,Ltd.is a listed pharmaceutical company with a leading position in the pharmaceutical products and distribution market in China.The company has a long budget management period and its budget management level is high in the pharmaceutical industry,but the current budget management situation still exists.Problems such as low degree of integration with the company's strategic objectives.Therefore,this article selects Shanghai Pharmaceutical Company as an example to evaluate the company's budget management status by AHP and fuzzy evaluation method,and finds the weak link of the company's budget management by scoring different indicators in the budget evaluation system,in order to optimize Shanghai Pharmaceutical Company Provide directions for budget management countermeasures.Through research and analysis,this paper finds that the budget management of Shanghai Pharmaceutical Company is relatively weak in terms of basic environment,strategic relationship with enterprises and assessment.Therefore,based on the balanced scorecard,this paper puts forward corresponding optimization strategies,determines the budget goals from the four dimensions of the balanced scorecard,makes the budget system pay more attention to corporate strategy,and makes the budget management system of Shanghai Pharmaceutical Company moreconsistent with the company's strategy.The research method in this paper mainly adopts the literature analysis method,case study method and field investigation method.By constructing an indicator system to evaluate the current budget management system of Shanghai Pharmaceutical Company and discovering its existing problems,and by combining a balanced scorecard with the budget management system,it proposes suggestions for optimizing the budget management system of Shanghai Pharmaceutical Company.Provide references for other pharmaceutical companies to improve budget management.
