Education is the source of individual human capital accumulation,and has a strong function of promoting intergenerational mobility.Compared with education,medical care is closely linked to individual health,and health has a more prominent effect on reducing poverty in rural areas and regulating income gaps.The new medical reform makes the poorest income components the main beneficiaries;the effect of social security on improving the income distribution gap is obvious.The government compensates for the unfair initial distribution by distributing social security funds to low-income or loss of income sources.To adjust the income gap between urban and rural areas.In theory,fiscal expenditures,especially those used for the livelihood of the people,have a strong function of regulating income distribution.However,in the context of the fiscal decentralization system,as the main financial supporter of people's livelihood undertakings such as health care,education,and social security,their decision-making preferences often affect the local people's livelihood financial resources such as health care,education,and social security.Distribution,thereby affecting the income redistribution function of people's livelihood financial resources such as health care,education and social security.So,in the context of China's fiscal decentralization system,how does the local people 's livelihood fiscal expenditures,such as health care,education,and social security expenditures,affect the income gap between urban and rural areas? This article focuses on this issue.First,this article introduces the research theme of this article by introducing the research background,research significance,etc.,then sorts out the current research status at home and abroad through the literature research method to understand the research dynamics and previous research results related to this article;then,from fiscal decentralization,The people 's livelihood financial expenditure and the superimposed effect of fiscal decentralization and people 's livelihood financial expenditure analyze the impact of fiscal decentralization and people 's livelihood financial expenditure on the urban-rural income gap from three perspectives.The current situation of decentralization,people's livelihood fiscal expenditure and income gap between urban and rural residents provides a realistic background for further exploration of the relationship between fiscal decentralization,people's livelihood fiscal expenditure and urban-rural income gap.Finally,based on the remeasurement of urban and rural Theil index and fiscal decentralization level,a panel data model is established for empirical testing.The results found that moderate decentralization of fiscal revenue and decentralization of expenditure is conducive to improving the efficiency of fiscal policy implementation and reducing the income gap between urban and rural residents;as the government's goal gradually shifts to "maximizing social welfare," people's livelihood fiscal expenditure can significantly reduce urban and rural income inequality However,under the condition of imperfect fiscal decentralization system and mismatched powers and fiscal powers,the current decentralization of fiscal expenditures and decentralization of fiscal revenues have weakened the adjustment effect of fiscal expenditures on people's livelihood on the urban-rural income gap.Finally,corresponding countermeasures and suggestions are put forward based on the empirical results.
